Profile of Chang’an New District
With a planned area of 20.36 sq. km.(including around 12 sq. km. of waters and 8 sq. km. of land), Chang’an New District boasts superior geographic location. It lies at the center of the PRD Economic Corridor and the Jiaoyi Bay, bordering on Shenzhen in the south (about 25 km from Qianhai) and economic powers of Chang’an and Humen in the north. In the west, it faces Nansha, Guangzhou across the Zhujiang River. The transportation advantage of Chang’an New District is obvious, with one intercity railway, two motorways, three international airports, four major ports and five urban light rails, all within the one-hour traffic circle. It represents an essential space link in the “international bay area’ around the Zhujiang Estuary and the last and largest virgin land in the Zhujiang Estuary bay area as well.
In line with the purpose of building a “costal pearl”, Chang’an New District gives priority to developing modern service industry that is dominated by marine industry. It aims to build a cluster of ocean industries, a famous town for experiencing the marine culture, an international bay area of marine ecology and a harmonious livable city with a high happiness index. By leveraging the development of the ocean economy, Chang’an New District will utilize its sea, land and air advantages to create a “deep blue new area” and to become a leader in promoting high-level rising, the model of new-type coastal city and an international bay area along the Zhujiang Estuary.
Under the right leadership of the municipal Party committee and municipal people’s government, Chang’an New District will serve as an essential strategic platform for further development of Dongguan, thanks to the great support of departments at all levels. In early 2012, the sea use plan for construction of Chang’an New District was approved by the State Oceanic Administration, laying a solid foundation for carrying out all-round development and construction. In March 2013, the new leadership carried on this great cause by moving in, acquiring the land, constructing roads, opening up waterways, and reclaiming and strengthening the foundation. Key work has been pushed forward and the plan has been continually improved. Construction of necessary platforms has also been under way to usher in a new situation in the construction of Chang’an New District.
