Songshan Lake is situated in the center of Dongguan and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and borders the towns of Dalang, Dalingshan, and Liaobu. It has a total planning area of 103 km2 and an actual population of around 360,000. Songshan Lake Science City is centered on certain part of the Songshan Lake High-Tech Zone and incorporates strategic sections of Dalang, Dalingshan, Huangjiang and other surrounding towns, with a total planning area of 90.5 km2. Construction of the Songshan Lake Science and Technology Industrial Park was started in 2001, and in 2010, it was upgraded to be a national high-tech industrial development zone. In July 2020, Songshan Lake Science City was approved as the pilot start-up area of the Greater Bay Area Comprehensive National Science Center.
Songshan Lake enjoys a complete technological innovation ecosystem. It is home to the only pulsed spallation neutron source in China and the fourth in the world. Songshan Lake Materials Laboratory, one of the first four provincial laboratories, has been built there. Thirty new R&D institutes have also been established through partnership with Peking University, Tsinghua University, Fudan University, Huazhong University of Science and Technology, and the institutes of the Chinese Academy of Sciences. Currently, Songshan Lake houses four universities - Dongguan Institute of Technology, Guangdong Medical University, Guangdong University of Science and Technology, and Dongguan Polytechnic; the completion of the other two ongoing projects, the City University of Hong Kong (Dongguan) and the Great Bay University (Songshan Lake Campus) will add the total number to 6.
Songshan Lake possesses a team of active innovation entities, including 635 national high-tech enterprises. Its annual R&D expenditure accounts for 12.3% of the GDP; government spending on science and technology takes up more than 20% of the total fiscal expenditure. Construction of the Songshan Lake International Innovation and Entrepreneurship Community – Dongguan’s new benchmark for innovation and entrepreneurship, has been completed in the Zone. China’s first accelerator-based experimental facility for boron neutron capture therapy (BNCT) has also been successfully developed there relying on the spallation neutron source. Cumulatively, Songshan Lake has obtained up to 38,800 national authorized patents and 1,663 PCT patent applications.
Songshan Lake also sees an obvious gathering of scientific and technological talents, including 19 dual-employed academicians and 84 national talents, with over 50 academicians/ experts and 400 renowned Chinese and foreign scientists conducting scientific research there on a regular basis. In addition, Songshan Lake is imbued with a strong scientific atmosphere, as indicated by the location of the GBA Science and Technology Innovation Forum, the holding of the Guangdong-Hong Kong-Macao Academicians Summit and Huawei Developer Conference for four consecutive years, and the successful launch of the Songshan Lake Science Conference, the Composites Summit, and other influential sci-tech events in China.
The advanced manufacturing industries have formed clusters. The new-generation electronic information industry cluster with Huawei as the core has an output value of more than 100 billion yuan. Relying on the three municipal strategic emerging industry bases, it prospectively tapped into intelligent manufacturing, new materials, biomedicine, new energy, and other strategic emerging industries, basically forming an advanced manufacturing cluster dominated by strategic emerging industry enterprises and technology-based enterprises. Songshan Lake boasts one enterprise with an output value exceeding 100 billion yuan, 6 enterprises exceeding 10 billion yuan, and 23 enterprises exceeding 1 billion yuan. Additionally, there are 7 listed enterprises and 38 listed reserve enterprises, and 21 industry-leading enterprises, and top-notch, specialized and innovation-driven ones. The added value of advanced manufacturing industry and high-tech manufacturing industry respectively accounted for 38.8% and 86.5% of the Zone’s total added value of enterprises above designated size. In 2021, Songshan Lake High-Tech Zone generated 68.923 billion yuan in total output and 15.597 billion yuan in tax revenues. The total output value of enterprises above designated size was 339.836 billion yuan. From January to September 2022, the regional GDP hit 52.354 billion yuan, up 6.8% year on year; the total output value of enterprise above designated size was 245.561 billion yuan.
Songshan Lake represents a model of harmony between man and nature. With 8 km2 of lakes and 226 km of ecological greenways, the Zone has a green coverage of more than 60%, and a per-capita green space 6.8 times that of the national standard. It also features abundant medical and educational resources, with 15 primary and secondary schools, 17 kindergartens, and 39 medical institutions. Songshan Lake also offers a complete set of supporting facilities that can meet both business and living needs, including the China Resources MIXC, Vanke Life Plaza, Karfun World, and Vanke Binhu Plaza. Renovation of the Tonghu Gallery Landscape Phase I has now been completed; many other supporting facilities, such as the Cultural and Art District, Tonghu Gallery Landscape Phase II, Banyan Tree Hotel Songshan Lake, Science Park, and the Cross-lake Passage, are being constructed in an accelerated pace.
