Binhaiwan Bay Area is located on the east bank of the Pearl River estuary -Shiziyang, in the geometric center of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). It connects with the Guangdong Pilot Free Trade Zone (FTZ) Nansha Area by Humen Bridge, faces Shenzhen Qianhai Cooperation Zone across the river, and neighbors Hong Kong and Macao. Composed of the Jiaoyi Bay, Shajiao Peninsula, and Weiyuan Island with a total planning area of 84.1 km2, Binhaiwan Bay Area is one of Dongguan’s three “core central areas” and the main front for Dongguan to participate in the GBA development. The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area positions the Binhaiwan Bay Area as a characteristic cooperation platform in the GBA. The Plan also explicitly supports Dongguan and Hong Kong in developing the Binhaiwan Bay Area together to gather high-end manufacturing headquarters, develop modern service industries, and build the development base for strategic emerging industries. The Binhaiwan Bay Area has been approved as a provincial high-tech industrial development zone, and a linkage development zone of the Guangdong Pilot Free Trade Zone. It has also been rated the “New Area with the Most Investment Value” and “New Area with the Greatest Investment Attraction” by the Global Times for two straight years. So far, a number of major industrial projects have settled there, including OPPO Smart Manufacturing Center, vivo Smart Terminal Headquarters, Little Genius Intelligent Technology Center, Genzon Science Park, and OFILM Photoelectric Imaging Project. Meanwhile, construction has been quickened for the Strategic Emerging Industry Base, RCEP Trade and Economic Cooperation Zone, Great Bay University’s Science and Technology Park, and the International Innovation and Entrepreneurship Community, with a focus on establishing vital nodes and key platforms for institutional innovations. As such, Binhaiwan Bay Area strives to fully support the development of the “two zones” and Qianhai and Hengqin Cooperation Zones.
