All-round and Whole-process Diagnosis is Achieved to Enhance Manufacturing Level. A municipal pilot enterprise or collaborative enterprise of the Multiplication Program will be given by the municipal finance a subsidy between 10 and 100 thousand Chinese yuan depending on the degree and effect of diagnosis. Direct Recognition of Qualification for the Multiplication Program is Made to Perfect the Industry Chain. An enterprise that has been newly introduced, has increased capital or expanded production, has been subject to merger and acquisition, or has realized sci-tech achievement transformation in accordance with the Dongguan’s Catalogue of Investment Promotion and Business Cultivation, Development and Reinforcement, will be directly listed as a municipal pilot enterprise or collaborative enterprise of the Multiplication Program and will enjoy supportive policies on an equal basis. Mergers and Reorganizations are Greatly Encouraged to Promote Industry Chain Resources Integration. In addition to pilot enterprises, collaborative enterprises of the Multiplication Program will be subsidized. To be more specific, stamp tax subsidy is up to 5 million Chinese yuan; interest subsidy is up to 750 thousand Chinese yuan every year, for 2 years in total; a shareholder of natural person will be rewarded up to 80% of the local retention part of his/her individual income tax payment for capital gains, with a maximum not exceeding 500 thousand Chinese yuan every year. Financing Environment is Improved and Credit Risk Compensation and Interest Subsidy are Offered. If a municipal pilot enterprise gets a loan on credit from any bank which has signed a contract for supporting the technology-finance-industry integration, it will be entitled to risk compensation and interest subsidy. To be more specific, risk compensation is made up to 10% of the total amount of loans actually granted in the year, and interest subsidy is up to 1 million Chinese yuan ever year, and is offered for 2 years. A collaborative enterprise is entitled to equal risk compensation, and also yearly interest subsidy up to 500 thousand Chinese yuan for 2 years. Industrial Land Transformation is Strongly Promoted to Expand Room for Business Growth. Restrictions on industrial land transformation are relaxed considerably. Application will be examined and approved as soon as it is submitted, and concluded within 6 months. Plot ratio adjustment process will be optimized and projects with a plot ratio of 3.5 or less will proceed without submitting simulation plan. Taxation costs will be reduced and enterprises will be given certain financial subsidies. |

Qualified Projects are Directly Listed as Major Projects to Improve Administrative Service Efficiency. Approved quality projects of a municipal pilot enterprise are directly entitled to equivalent treatment for municipal major construction projects, including green channel for approval, supervisory inspections and leader-to-enterprise exclusive services. Quality projects of a collaborative enterprise are directly listed as township major (or key) projects and entitled to equivalent treatment. Leader-to-Enterprise Services are Improved and Online and Offline Interactions are Promoted. In principle, each leader is supposed to offer exclusive services to 10 municipal pilot enterprises. All collaborative enterprises are incorporated into the government service platform for the Multiplication Program. Handling of, feedback to and comment on any question raised on the government service platform will be followed up in the whole course, and reporting, accountability and appraisal system will be improved. Talents are Made Full Play of their Abilities and Enterprises’ Intelligence Advantages are Maximized. A municipal pilot enterprise or a collaborative enterprise, if engages experts to solve key problems either online or offline, will be given a subsidy between 10 and 30 thousand Chinese yuan for each project. Backbone talents are included in the existing training system and offered with training subsidies, including tuition waiver. 80% of the local retention part of individual income tax payment is rewarded to 3 talents at most of each enterprise. Housing supply for high-level talents and basic talents of pilot enterprises is increased. Educational Resource Guarantee is Enhanced to Encourage Talents to Settle down in Dongguan. Children of employees of a collaborate enterprise, if study in a private school, are entitled to subsidies up to 10 thousand Chinese yuan. Multiplication Card System is Promoted to Increase the Sense of Honor. Multiplication Card holders can enjoy a 50% discount in Dongguan Yulan Grand Theater, Dongguan Tennis Center, Dongguan Basketball Center, Dongguan Sports Center and some other public service institutions, and also green channel services in any second-class or above public hospital and administrative service window at all levels. Card holders will be invited to attend certain city-level important ceremonial events, and also can make an appointment to meet leaders of different authorities. |
