Today a full range of new policies to stabilize the economy were passed through deliberation and approval on the Executive Meeting of Dongguan Municipal Government. These are another 11 policy measures that Dongguan Government has targetedly launched since the beginning of this year following the issue of 8 polices to stabilize employment and boost production and “2+2” polices to promote high-quality development. Rewards for High-quality Development of Key Industrial Enterprises
Industrial enterprises with a yearly growth in output value or sales revenue reaching 100 million yuan in 2023 will be each rewarded with up to 5 million yuan.

Interest Subsidies for Receivables of Manufacturing MSMEs
For a new credit loan of no less than 1 million yuan obtained by a manufacturing MSME through accounts receivable financing from a Dongguan-based bank during the period from January 1 to December 31, 2023, the interest rate as agreed in the loan contract will be decreased by 1% for the actual interest to be paid in 2023, and such interest subsidy will last for 12 months at most. Interest subsidy for each enterprise will be capped at 1 million yuan, and priority support will be given to banking facilities with an interest rate lower than 4.5%.

Wider Range of Subsidized Exhibitions to Help Enterprises Explore the Market
(I) Exhibitions Abroad
1. 38 overseas exhibitions not covered by the Guangdong Trades Globally Project of the Department of Commerce of Guangdong Province, will be subsidized by Dongguan government at the provincial standard, that is, each participating enterprise will be given a subsidy equivalent to 20% of the booth fee, with a maximum of 20,000 yuan for each exhibition.
2. Local trade associations are encouraged to organize enterprises to join overseas exhibitions in groups. Each trade organization will be given a subsidy of 2000 yuan for successfully getting an enterprise to participate in an overseas exhibition, and a maximum of 100,000 yuan for organizing an exhibition abroad.
(II) Exhibitions at Home
1. 14 domestic exhibitions not covered by the Guangdong Trades Nationally Project will be subsidized by Dongguan government at the provincial standard, that is, each enterprise will be given a subsidy of 3000 yuan for each standard booth, with a maximum of two exhibitions each year and 50,000 yuan each exhibition. An organization that organizes at least 10 enterprises to participate in exhibitions will be rewarded 500 yuan for each standard booth and a maximum of 200,000 yuan for each fair.
2. Exhibitors included in the List of Dongguan Activities Guangdong Trades Nationally now can have two fairs subsidized each year instead of one in the past.

Greater Support for Export Credit Insurance
For short-term export credit insurance (other than coverage available on the inclusive platforms), a micro, small or medium-sized enterprise will be given a subsidy equivalent to 40% of the actual premium, and a large enterprise a subsidy equivalent to 30% of the actual premium; but in either case, such subsidy shall be capped at 500,000 yuan for each enterprise every year.

Towns and Industrial Parks are Encouraged to Hold Featured Exhibitions
For an exhibition covering at least 20,000 square meters that has been put on record by the Bureau of Commerce and is held in a non-professional exhibition hall, the organizer will be given a subsidy equivalent to 50% of its actual publicity expenses, with a maximum of 300,000 yuan for each exhibition.

Greater Support for Key Exhibitions in the City
For an exhibition covering at least 20,000 square meters that has been put on record by the Bureau of Commerce and is held in a professional exhibition hall, the organizer will be given a subsidy based on the rental rate of RMB 3/m2 each day, with a maximum of 5 days and 1.5 million yuan for each exhibition.

Enterprises are Encouraged to Participate in Economic and Trade Exchanges Abroad
Enterprises are encouraged, by taking advantage of the overseas road shows and promotions of the China Processing Trade Products Fair (CPTPF), to participate in economic and trade exchange activities in key foreign countries and regions. The participating company representatives will be subsidized for their air tickets (only economy class) and hotel expenses at the rate of 80% at most.

Travelling Allowances to Key Corporate Personnel for Participating in Overseas Exhibitions
For enterprises participating in the “Guangdong Trades Globally” offline exhibitions identified by the Department of Commerce of Guangdong Province and the key overseas exhibitions identified by Dongguan government, their key personnel, including legal representative, shareholders and directors, will be subsidized for their air tickets (only economy class) at the rate of 50%, and the total amount of such subsidies will be capped at 10,000 yuan to each enterprise for each exhibition.

Enterprises are Encouraged to Participate in Key Exhibitions Abroad
Enterprises that are organized to participate in offline overseas exhibitions held by the Bureau of Commerce of Dongguan City and its subordinate units, will be subsidized for their booth fees and air tickets at the rate of 80% at most, but the total amount of subsidies from the central, provincial and municipal governments shall not exceed their actual expenses. Besides, the organizer will be rewarded with 2000 yuan for each international standard booth.

“Happy Shopping in Dongguan” to Stimulate Consumption in the Second Quarter of 2023
In order to stimulate consumption, 100 million yuan of special-purpose fund will be properly in place, universal consumption coupons will be issued, and a series of sales promotion activities regarding cars, consumer electronic products and household appliances, “Happy Shopping in Dongguan 6.18 Daily Life Festival” and some other offline promotion activities will be held.
