In order to help enterprises make full use of preferential policies, the Bureau of Commerce of Dongguan City has sorted out a total of thirty-three national, provincial and municipal policies and measures in six aspects: enterprise transformation and upgrading, market expansion, investment in foreign countries and regions, e-commerce development, construction of international logistics channels, and commercial innovation and development, providing precise and all-around policy-oriented services to Dongguan-based enterprises for their high-quality development.
Promoting enterprise transformation and upgrading
I. Attract and utilize foreign investment (municipal policy)
(I) Support target
Support will be given to newly signed foreign-funded enterprises or foreign-funded enterprises with capital increased (excluding real estate, financial industry and similar financial industry projects) in our city that meet the prescribed conditions. Industry classification please refer to the National Standard of the People’s Republic of China: Industrial Classification for National Economic Activities.
(II) Support standard
1. For multinational headquarters or regional headquarters with an annual actual foreign capital exceeding USD 10 million (inclusive), capital increase projects exceeding USD 30 million (inclusive), new projects exceeding USD 50 million (inclusive) in Dongguan (actual foreign capital refers to the capital that has been included in the current year’s statistics and does not include foreign shareholder loans, the same below), the municipal finance shall reward 1.5% of the actual foreign capital of the project in current year, with a maximum reward of RMB 100 million, for projects in the manufacturing field; the municipal finance shall reward 1% of the actual foreign capital of the project in current year, with a maximum reward of RMB 100 million, for projects not in the manufacturing field.
2. The municipal finance shall reward 1% of the actual foreign capital of the project in current year, with a maximum of RMB 10 million, for capital increase projects with an annual actual foreign capital between USD 10 million (inclusive) and USD 30 million, and new projects with an annual actual foreign capital between USD 30 million (inclusive) and USD 50 million.
3. Support will be given, based on the above standards, to foreign investors which have expanded their production and operation in Dongguan using profits distributed from resident enterprises in China, provided that prescribed conditions are met.

II. Attract and utilize foreign investment (provincial policy)
(I) Support target
Foreign-funded enterprise (including Hong Kong, Macao and Taiwan-funded enterprises) legally established and registered in Dongguan, excluding financial and real estate enterprises.
(II) Support standard
1. Awards for investment by foreign-funded enterprises
For foreign-funded enterprises established in Dongguan with an annual actual increased foreign capital of USD 50 million or more: an award equivalent to 3% of the actual increased foreign capital for high-tech manufacturing enterprises; an award equivalent to 2% of actual increased foreign capital for other manufacturing enterprises and high-tech service enterprises; an award equivalent to 1% of actual increased foreign capital for enterprises in other fields.
With regards to the above-mentioned investment awards, each enterprise in high-tech manufacturing industry and other manufacturing industries will be awarded a maximum of RMB 50 million in the current year, and the cumulative maximum award shall be RMB 150 million within the implementation period of the action plan; each enterprise in high-tech service industry and other industries will be awarded a maximum of RMB 20 million in the current year, and the cumulative maximum award shall be RMB 80 million within the implementation period of the action plan.
2. Awards for multinational headquarters
For the regional headquarters of multinational foreign-funded companies recognized by our province, if they’re registered in Dongguan and the total actual amount of new foreign investment reaches USD 10 million or above, each enterprise will be given a reward RMB 5 million in a lump sum. Each enterprise may only apply for the headquarters reward once during the implementation period of the action plan.

III. Special funds for foreign economic and trade development of the central government (related to interest subsidies on imports) (state policy)
(I) Support target
Import, by means of general trade and border trade, of products (excluding old products) listed in the Catalogue of Encouraged Imported Technologies and Products (2016 Edition) issued by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Commerce, or import of technologies listed in the Catalogue from non-affiliated enterprises, with a total import amount of not less than USD 500,000.
(II) Support standard
Principal subject to interest subsidy. The principal shall be calculated by multiplying the amount of import of products or technologies that meet the specified conditions by the RMB exchange rate. The exchange rate for declared projects shall be the middle price of RMB exchange rate announced by the People’s Bank of China on June 30, 2024.
Interest subsidy rate: not higher than the latest RMB one-year loan market quoted rate (LPR) announced by the People’s Bank of China before June 30, 2024.
The interest subsidy: multiplying the principal by the interest subsidy rate. Each enterprise may be granted an interest subsidy of not exceeding RMB 60 million.

IV. Import interest subsidy (provincial policy) for special funds for promoting the high-quality economic development in Guangdong Province (Foreign Trade)
(I) Support target
Interest subsidy will be given, by means of general trade and leasing trade, to importof technologies (excluding those introduced from affiliated enterprises) and products (excluding old products) listed in the Catalogue of Encouraged Imported Technologies and Products in Guangdong Province (2019 Edition) (Available on the website of the Department of Commerce of Guangdong Province) by enterprises (units) registered in Dongguan. The total amount of imports of products and technologies shall not be less than USD 100,000.
(II) Support standard
1. Principal subject to interest subsidy. The principal shall be calculated by multiplying the amount of import of products or technologies that meet the specified conditions by the RMB exchange rate. The exchange rate for declared projects shall be the middle price of RMB exchange rate announced by the People’s Bank of China on June 30, 2024. If the Customs Declaration Form for Imported Goods of the People’s Republic of China or Certificate of Foreign Exchange Payment is priced in non-US dollars, the import amount shall be converted into US dollars (the conversion rate of shall refer to the Conversion Rate Table of Various Currencies Against the US Dollar published by the National Foreign Exchange Administration on June 30, 2024, website of the National Foreign Exchange Administration: http://www.safe.gov.cn).
2. Interest subsidy rate: not more than 3%. The Department of Commerce of Guangdong Province will determine the final interest subsidy rate according to the total annual capital of the interest subsidy-related matters and the capital needs submitted by local commercial authorities.
3. The interest subsidy: multiplying the principal by the interest subsidy rate. Each enterprise may be granted an interest subsidy of not exceeding RMB 4 million. No interest subsidy will be granted to enterprises entitled to an interest subsidy of not exceeding RMB 5,000.

Promoting market expansion by enterprises
V. Participation in comprehensive exhibitions in groups (municipal policy)
(I) Support target
Chambers (associations) of business and other units, registered in Dongguan, capable to organize participation, as well as enterprises, registered in Dongguan, participating in designated overseas key comprehensive exhibitions and economic and trade activities.
(II) Support standard
Support shall include booth fees, special decoration fees, personnel travel expenses, exhibit transportation fees, organization fees, and the like for organizing participation in exhibitions with significant policies and difficulty of organization by the Municipal Bureau of Commerce and its subordinate units or their entrusted chambers (associations) of business according to relevant requirements of the state, province and city. To be specific, the travel expenses are limited to economy class air tickets and standard accommodation for no more than 2 staff from each unit. The support standard shall not exceed 80% of the actual expenditure of relevant expenses, and each organizing unit will be granted RMB 2,000 per international standard booth, with a maximum amount of RMB 200,000 per exhibition.

VI. Participation in foreign exhibitions (municipal policy)
(I) Support target
Chambers (associations) of business and other units, registered in Dongguan, capable to organize participation, as well as enterprises, registered in Dongguan, participating in designated overseas exhibitions.
(II) Support standard
1. Development of overseas markets through brand booths: Dongguan-based enterprises that participate in the offline exhibitions under Guangdong Trade Globally scheme announced and recognized by Department of Commerce of Guangdong Province in special decoration booths (with an area of 18 sqm and above) will be supported by 50% of the actual special decoration fees. The maximum support is RMB 1,500 per square meter, and the maximum total support for the same exhibition of each enterprise does not exceed RMB 100,000.
2. Enterprises participating in exhibitions abroad organized by chambers (associations) of business: the chambers (associations) successfully organizing no less than 15 Dongguan-based enterprises, filed with the Bureau of Commerce, to participate in the offline exhibitions under Guangdong Trade Globally scheme announced and recognized by Department of Commerce of Guangdong Province and the offline exhibitions approved by the Bureau of Commerce of Dongguan City will be granted RMB 2,000 per enterprise. The maximum support amount for each organization shall not exceed RMB 200,000. A maximum subsidy of RMB 100,000 will be granted based on 50% of the return logistics costs of exhibits borne by the chambers (associations).

VII. Domestic professional exhibitions (municipal policy)
(I) Support target
Chambers (associations) of business and other units, registered in Dongguan, capable to organize participation, as well as enterprises, registered in Dongguan, participating in designated domestic key exhibitions.
(II) Support standard
The Municipal Bureau of Commerce has formulated the 2024 Guangdong Trade Nationally Catalogue of Dongguan Activities to support Dongguan-based enterprises participating in exhibitions. Enterprises participating in exhibitions in the Catalogue will be funded RMB 3,000 per standard booth. Each enterprise may declare up to two projects per year (according to the exhibition time) and the maximum support for a single project does not exceed RMB 50,000. The units successfully organizing no less than 10 Dongguan-based enterprises, filed with the Municipal Bureau of Commerce, to participate in the above-mentioned exhibitions will be granted RMB 500 per standard booth. The maximum organization award for each organization shall not exceed RMB 200,000.

VIII. Domestic key comprehensive exhibitions (municipal policy)

Chambers (associations) of business and other units, registered in Dongguan, capable to organize participation, as well as enterprises, registered in Dongguan, participating in designated domestic key comprehensive exhibitions, which meet designated conditions.
(II) Support standard
1. Support will be given to local chambers (associations) of business for organizing three and more enterprises participating in comprehensive exhibitions with significant policies and difficulty of organization by the Municipal Bureau of Commerce and its subordinate units business according to relevant requirements of the state, province and city. To be specific, the travel expenses are limited to economy class air tickets, high-speed rail second-class seats, and standard accommodation for no more than 2 staff from each unit. The support standard shall not exceed 80% of the actual expenditure of relevant expenses, and each organizing unit will be granted RMB 500 per international standard booth, with a maximum of RMB 150,000 per exhibition.

Chambers (associations) of business and enterprises with the organization by the Bureau of Commerce and its subordinate units, in accordance with relevant national, provincial and municipal requirements, to carry out regional cooperation and trade activities in Northeast and northwest Guangdong, Xinjiang, Tibet, Heilongjiang, Guizhou, Jiangxi, Hong Kong, Macao and other regions, will be granted support not exceeding 50% of the travel expenses (including economy class tickets, high-speed rail second-class seats and other transportation expenses, standard room accommodation) no more than 2 staff from each unit, with a maximum of RMB 200,000 per event.

The Bureau of Commerce plans to support the chambers (associations) of business to hold new product launches at exhibitions listed in the Guangdong Trade Nationally Catalogue of Dongguan Activities, by the actually incurred venue rent and layout costs (the overall decoration costs for the launches), with a maximum of RMB 150,000 per launch per chamber (association).

XII. Establishment of domestic exhibition and sales centers (municipal policy)
(I) Support target
Dongguan associations (chamber) of various industries, import and export agents, trade groups, enterprises and institutions that have set up a Made-in-Dongguan brand exhibition and sales platform in China (outside Guangdong Province) and filed with the Bureau of Commerce, and met the following conditions:
1. The domestic exhibition center has gone through the industrial and commercial registration procedures of the exhibition platform;
2. Has signed service contracts with no less than 50 enterprises that have completed industrial, commercial and tax registration in Dongguan, and have the qualifications as independent legal persons, displaying products from no less than 50 Dongguan enterprise;
3.The actual exhibition and sales area is more than 1000 sqm.
(II) Support standard
1.Support will be given at 50% of the actual rent for the first year at a rate of RMB 35/month/sqm, with a maximum amount of RMB 500,000 in the year, from the second month after an approval for the rent support is given.
2.Support will be given at 50% of actual cost for the overall image decoration in a lump sum, with a maximum amount of RMB 1,000 per square meter or RMB 500,000 in total (The decoration period dates back to the previous year after obtaining the approval).

XIII. Exhibition attraction and holding locally (municipal policy)
(I) Support target
Exhibition enterprises holding exhibition in Dongguan, or chambers (associations) of business and social organizations, registered in Dongguan, serving exhibition industry
(II) Support standard
1. Key exhibitions: RMB 3/sqm based on the actually incurred rent for exhibitions with an exhibition area of 10,000 sqm or more for three days or longer in professional exhibition centers which have been filed with the Bureau of Commerce. Support will be calculated up to five days, with a maximum amount of RMB 1 million for each exhibition.
2. New or introduced exhibitions: RMB 200,000 for new or introduced exhibitions with an exhibition area of 10,000 sqm or more for three days or longer in professional exhibition centers which have been filed with the Bureau of Commerce. The support standard will be raised to RMB 300,000 for exhibitions certified by the Global Association of the Exhibition Industry (UFI) or sponsored by the National Industry Association. RMB 100,000 will be given to each additional 5,000 square meters of exhibition area. The maximum support for each exhibition shall not exceed RMB 3 million.
3. Characteristic exhibitions in subdistricts and towns: Support will be given at 50% of the actual publicity expenses by the organizing units of exhibitions with an exhibition area of no less than 20,000 sqm or more for three days or longer in non-professional exhibition centers, wish a maximum amount of RMB 300,000 for each exhibition.

XIV. Accelerating “Go Global” to develop emerging market (municipal policy)
(I) Support target
Enterprises, registered in Dongguan, participating in roadshow activities for the China Processing Trade Fair in other countries and regions in 2024
(II) Support standard
The airline tickets and accommodation expenses of the participating enterprises shall be financed at a rate not exceeding 80%. To be specific, the travel expenses of personnel are limited to economy class tickets and standard accommodation for no more than 2 staff in each unit. The maximum support per event for each enterprise shall not exceed RMB 50,000.

XV. Expanding domestic market by foreign-funded enterprises (municipal policy)
(I) Support target
Productive foreign-funded enterprises in Dongguan committed to enhance the reputation of Dongguan Commodities and actively expand domestic market
(II) Support standard
RMB 100,00 for each productive foreign-funded enterprises which is among the Top 50 in terms of increased domestic sales in 2023 and with a sale of less than RMB 5 million in 2022 in Dongguan. For the city's domestic sales in 2022 (based on the sales of taxable goods of the Dongguan Office, Guangdong Provincial Tax Service, State Taxation Administration).
The reward base is subject to the approved data of Dongguan Office, Guangdong Provincial Tax Service, State Taxation Administration. Support will be calculated from the second year after the first fiscal year for newly-established enterprises (The approved domestic sales data shall be calculated from January 1 to December 31 of each year as an accounting year).

XVI. Participation in domestic trade credit insurances (municipal policy)
(I) Support target
Foreign-funded enterprises with the qualifications of independent legal persons which have completed industrial, commercial and tax registration in Dongguan, participating in domestic trade credit insurance with an insurance company. Insurance policies must be issued by insurance institutions which are registered in Dongguan (including branches and central branches), or their Guangdong provincial branches with offices (including business departments) set up in Dongguan.
(II) Support standard
Support will be given at a rate of no more than 30% of the actually paid premium for the domestic trade credit insurance, with a cumulative support of not exceeding RMB 500,000 each year for each enterprise.

XVII. Participation in export credit insurances (municipal policy)
(I) Support target
Enterprises, registered in Dongguan, which have purchased, on their own, short-term export credit insurances with companies engaging in short-term export credit insurances, and paid the premium, with companies that have filed for short-term export credit insurance business.
(II) Support standard
Support will be given at a rate of 30% of the actually paid premium for short-term export credit insurances (excluding those listed on the Inclusive Platform), with a cumulative support of not exceeding RMB 500,000 each year for each enterprise.

XVIII. Participation in export credit insurances (provincial policy)

Enterprises, registered in Dongguan, which have purchased, on their own, short-term export credit insurances with companies engaging in short-term export credit insurances, and paid the premium, with companies that have filed for short-term export credit insurance business.
(II) Support standard
1. Enterprises: Support will be given at a rate of no more than 30% of the actually paid premium in 2024, with a maximum support of RMB 5 million for each enterprise.
2. Platforms: Support will be equal to the Inclusive Platform premium paid through the Single Window advanced by insurance companies, with a maximum subject to the actual declaration notice.

XIX. Comprehensive services for foreign trade enterprises (municipal policy)
(I) Support target
Comprehensive service providers for foreign trade enterprises registered in Dongguan and filed with relevant authorities, such as taxation administration.
(II) Support standard
1. For the enterprises covered by the key cultivation list of comprehensive service providers foreign trade enterprises in Guangdong Province, RMB 80,000, RMB 60,000 and RMB 30,000 will be granted to enterprises from digital platforms, demonstration enterprises and growing enterprises in a lump sum respectively.
2. From January 1, 2024 (inclusive), enterprises entrusting a third party to set up comprehensive foreign trade service systems will receive a lump-sum support equivalent to 50% of the actual set-up fee; enterprises using current comprehensive foreign trade service systems of a third party will receive a lump-sum support equivalent to 50% of the actual application fee, with a maximum of RMB 30,000 for each enterprise, provided that such enterprises have met the requirements of tax and other relevant authorities.

XX. Central special fund for foreign economic and trade development (responding to trade frictions) (national policies)
(I) Support target
Dongguan-based enterprises participating in international trade friction response, or initiating trade relief investigation on the application of imported products, conducting research on the response and providing qualified research reports.
(II) Support standard
1. To study responses or initiate trade relief investigations: Support of up to RMB 500,000 will be given to enterprises which apply to respond or initiate trade relief measures (anti-dumping, anti-subsidy, safeguarding measures) and conduct research and effect evaluation, which are deemed trade relief measures. Where the research involves no-damage defense, a maximum of RMB 50,000 may be added to the aforesaid support.
2. To study response to intellectual property disputes related to foreign trade: Support of up to RMB 1.8 million will be given to enterprises which apply to conduct research and effect evaluation on intellectual property disputes related to foreign trade.

Promoting investment in foreign countries and regions
XXI. Central special fund for foreign economic and trade development (promoting foreign trade and cooperation) (national policies)
(I) Support and standard
1. Investment and project contracting in foreign countries and regions
Fund will be given according to the following standard and in the following proportion based on relevant investment in overseas projects by domestic entities or their foreign holding companies for investment in foreign countries and regions in which the Chinese side invested no less than USD 3 million or contracting project with a contract amount of no less then USD 10 million in foreign countries and regions (among them, the contract amount of design and consultation projects in foreign countries and regions shall not be less than USD 500,000), provided that such projects remains operating or running during the period of support (excluding the maintenance period):
The preliminary expenses and loan interest shall not exceed 50% of the actual expenses. The security costs and risk prevention insurance costs for personnel working in other countries and regions shall not exceed 60% of the actual costs. The policy-related credit insurance, guarantee costs, return freight and insurance costs of equity resources, and export freight and insurance costs of project materials shall be equal to 90% of the actual costs. Each project in foreign countries and regions will receive a fund of no more than RMB 5 million, with a maximum of RMB 10 million for each enterprise.
2. Provincial-level economic and trade cooperation area in foreign countries and regions
(1) Construction of cooperation area: Fund will be given according to the following standard and in the following proportion based on relevant expenses paid for the construction of the cooperation area by domestic investing entities and their foreign controlling companies:
The preliminary expenses, loan interest, construction fee for infrastructure and public service facilities, public service fee, and business attraction and promotion fee shall not exceed 50% of the actual expenses. The security costs and risk prevention insurance costs for personnel working in other countries and regions shall not exceed 60% of the actual costs. The policy-related credit insurance, guarantee costs, return freight and insurance costs of equity resources, and export freight and insurance costs of project materials shall equal to 90% of the actual costs. Each cooperation area will receive a fund up to RMB 20 million.
(2) Entry investment: For entry investment in cooperation area where construction and operation have started, fund will be given according to the following standard and in the following proportion based on relevant expenses paid for entry investment by domestic investing entities and their foreign controlling companies:

The risk prevention insurance costs for personnel working in other countries and regions shall not exceed 60% of the actual costs. 3. Labor cooperation and relevant public services in foreign countries and regions
Up to RMB 300 per dispatching contract worker if adaptive training has been arranged by the labor enterprises cooperating with foreign sides before dispatching. Up to 60% of the actual premium for foreign risk prevention insurance purchased by the labor enterprises for their dispatching contract workers. Up to RMB 30,000 for each labor matchmaking and exchange to relevant organizing units. Each enterprise will receive a fund up to RMB 3 million.

XXII. Participation in foreign investment credit insurance (municipal policy)
(I) Support target
Support will be given to qualified domestic (local) entities and their foreign holding companies which have purchased foreign investment credit insurance from qualified insurance organizations for relevant expenses invested in foreign projects by such entities and their holding companies, provided that they have filed with or obtained approved from the department of commerce, completed registration in foreign countries and regions, and remain operation or implementation during the period of support.
(II) Support standard
Support will be given to enterprises which have purchased foreign investment credit insurance at a rate of up to 20% based on the actually paid premium, with a maximum of no more than RMB 400,000 for each enterprise in each year. The total amount of support from central, provincial and municipal finance shall not exceed the actually paid premium by the enterprises.

XXIII. Participation in personal accident insurance for personnel working in other countries and regions (municipal policy)
(I) Support target
Support will be given to qualified domestic (local) entities and their foreign holding companies which have purchased personal accident insurance for personnel working in other countries and regions from qualified insurance organizations for relevant expenses invested in foreign projects by such entities and their holding companies, provided that they have filed with or obtained approved from the department of commerce, completed registration in foreign countries and regions, and remain operation or implementation during the period of support.
(II) Support standard
Support will be given to enterprises which have purchased personal accident insurance for personnel working in other countries and regions at a rate of up to 20% based on the actually paid premium, with a maximum of no more than RMB 150,000 for each enterprise in each year. The total amount of support from central, provincial and municipal finance shall not exceed the actually paid premium by the enterprises.

Promoting E-commerce development
XXIV. Cross-boarder e-commerce by manufacturing enterprises (municipal policy)
(I) Support target
Manufacturing enterprises, registered in Dongguan, actively participating in Dongguan digital trade demonstration projects of cross-boarder e-commerce, provided that such manufacturing enterprises or their parent companies have their own brands and realized a total sales revenue of not less than RMB 100 million in previous year.
(II) Support standard
Support will be given to manufacturing enterprises which have purchased and used products and services such as cross-border e-commerce consulting and diagnosis, independent station construction, independent station operation, compliance operation, digital marketing, cross-border payment, cross-border logistics, supply chain management, and cross-border e-commerce training provided by operation service providers of the Dongguan digital trade demonstration projects of cross-border e-commerce at a rate of 50% of the actual investment paid by the enterprises, with a maximum of RMB 2 million for each enterprise.

Service providers or their parent companies, registered in Dongguan, actively participating in the construction of Dongguan digital trade demonstration projects of cross-boarder e-commerce, provided that such service providers or their parent companies have provided cross-border e-commerce services to no less than 20 enterprises (including but not limited to Dongguan-based enterprises)
(II) Support standard
Support will be given to service providers which have purchased and used cross-border e-commerce products or services provided by operation service providers of the Dongguan digital trade demonstration projects of cross-border e-commerce at a rate of 50% of the actual investment paid by the service providers, with a maximum of RMB 500,000 for each enterprise.

XXVI. Holding of cross-border e-commerce activities (municipal policy)
(I) Support target
Local cross-border e-commerce organizations, enterprises, parks and areas holding activities related to the Dongguan digital trade demonstration projects of cross-border e-commerce in Dongguan with a number of participants of no less than 100.
(II) Support standard
Support will be given at a rate of 50% of the actual costs for activities which aim to promoting the construction of the Dongguan digital trade demonstration projects of cross-border e-commerce, provided that such activities have been filed with the Bureau of Commerce of Dongguan City. Each activity may receive a maximum support of RMB 500,000.

Promoting the construction of international logistics channels
XXVII. Enhancing guarantee capacity of delivery channels for domestic orders and foreign trade orders
(I) Support target
Container port operation enterprises whose container throughput is covered by container throughput statistics of ports in Dongguan (port operation enterprises under the same controlling company may make declaration as one entity).
(II) Support standard
1. Support will be given to port operation enterprises which opened or added not less than 6 international shipping lines in current year, opened or added not less than 60 port-reaching and operating voyages for international shipping lines, and realized over 10% increase year-on-year in terms of operating voyages for international shipping lines in current year, in the following standard: RMB 100,000/voyage for near-sea shipping lines, RMB 150,000/voyage for ocean routes, RMB 80,000/voyage for added routes, and RMB 600,000/voyage for cold chain product lines. Each enterprise may receive up to 15 million in total.
2. Support will be given to port operation enterprises which opened or added not less than 8 international shipping lines in current year, opened or added not less than 80 port-reaching and operating voyages for international shipping lines, and realized over 15% increase year-on-year in terms of operating voyages for international shipping lines in current year, in the following standard: RMB 100,000/voyage for near-sea shipping lines, RMB 150,000/voyage for ocean routes, RMB 80,000/voyage for added routes, and RMB 600,000/voyage for cold chain product lines. Each enterprise may receive up to 20 million in total.

XXVIII. Special fund for promoting the high-quality development of economy in Guangdong Province (port-port construction) (provincial policy)
(I) Support target
Enterprises as independent legal persons, registered and subject to taxation in Dongguan, engaging in port operation services.
(II) Support standard
Up to 50% of the total amount of money required by one project, which cannot exceed RMB 10 million. With regards to projects arranged by Guangdong Port Office and Guangdong Port Emergency Command Center in accordance with the key deployment of the state and province, support will be equal to the actual demand, but, in principle, which is less than RMB 30 million for each project.
Projects entitled to support:
We will support the construction and improvement of port infrastructure, inspection and supervision facilities in Guangdong and Dongguan, the innovation in the port clearance model and the reform of customs clearance facilitation, striving for structural adjustment and functional upgrading of port construction. To be specific, key support will be given to:
1. projects covered by national and provincial port development, construction and planning, the construction of accessory inspecting facilities for key port opening projects, especially those in eastern, western and northern Guangdong;
2. projects that aim to optimize port business environment and facilitate cross-border trading, such as deepening innovation of port clearance model in Guangdong-Hong Kong-Macao Greater Bay Area, reforming and upgrading port facilities, enhancing port clearance capacity, etc.;
3. key tasks for the high-quality development of trade, port resources consolidation and pilot construction of smart ports deployed by the state and province;
4. special work projects that implement the deployment of the state and province.

(I) Support target
1. Municipal wholesale, retail (including automobiles), accommodation, catering and other chambers (associations) of business approved by Dongguan Municipal Civil Affairs Bureau.
2. Commercial complexes with a construction area of 50,000 square meters or more.
3. Above-norm retailers and self-employed people, listed in Dongguan Statistic Database of Above-norm Entities, with a sales value of RMB 200 million or more (tax-included) for statistic purpose in previous year, as well as above-norm accommodation, catering business and self-employed people, listed in Dongguan Statistic Database of Above-norm Entities, with a sales value of RMB 20 million or more (tax-included) for statistic purpose in previous year.
(II) Support standard
1. Support will be given at the rate of 30% of the expenses (including planning, publicity promotion, venue and equipment leasing, on-site construction, venue and booth decoration) in current year for qualified consumption promotion activities related to Dongguan Shopping Festival (Text and official logo of Dongguan Shopping Festival must be shown on all publicity materials, publicity reports, venue decorations), for which the above support targets gather resources on their own and filing has been completed with the Bureau of Commerce, with a maximum of RMB 100,000 for each unit in one year.
2. Support will be granted after the completion of each event. Each unit may apply for the support once.

(II) Support standard
1. Support will be given to market entities in wholesale, retail, accommodation and catering industries started business in the fourth quarter of last year and current year, provided that they have been listed in Dongguan Statistic Database of Above-norm Entities in current year.
(1) RMB 50,000 will be awarded to market entities in wholesale and retail industries; RMB 30,000 will be awarded to market entities in accommodation and catering industries;
(2) For self-employed people or branches which have changed into independent legal persons, started business in the fourth quarter of last year and current year, and been listed in Dongguan Statistic Database of Above-norm Entities, additional RMB 50,000 will be awarded to market entities in wholesale and retail industries; additional RMB 30,000 will be awarded to market entities in accommodation and catering industries
2. RMB 20,000 will be awarded to market entities in wholesale, retail, accommodation and catering industries which have started business in other period of time, and been listed in Dongguan Statistic Database of Above-norm Entities.
