On December 14, the unveiling ceremony for the Culture and Tourism Research Dongguan Culture Center Base and the Pearl River Delta Alliance of Culture Center was hosted in Dongguan. The ceremony was attended by leaders and experts such as Bai Xuehua, Deputy Director of the Ministry of Culture and Tourism and Li Guoxin, Chief Expert of National Culture and Tourism Public Service Advisory Council and Professor of Peking University.
The Ministry of Culture and Tourism has so far established 25 culture and tourism research bases. Dongguan Culture Center is among them and represents the sole unit being elected in the country’s culture center industry.

The establishment of the Culture and Tourism Research Base reflects an important measure of the Ministry of Culture and Tourism to adapt to new circumstances and boost reform of work related to culture and tourism. It marks a positive attempt to advance the transformation of top-level designed institutional advantages into momentum for development of culture and tourism.
What contributes to the election of Dongguan Culture Center as the sole culture and tourism research base in the country’s culture center industry? Bai Xuehua listed three major reasons: adequate trust in Dongguan as the country’s first batch of national public culture service system demonstration area; Dongguan boasts geographical advantages conducive to exchanges as it is located at the center of the Guangdong-Hong Kong-Macao Greater Bay Area and is adjacent to Hong Kong, Guangzhou and Shenzhen; Dongguan Culture Center has been making notable headway in advancing supply-side structural reform in public culture service.
Huang Xiaoli, Director of Dongguan Culture Center, said “Opportunities, pressure and challenges coexist.” She expressed that National Culture and Tourism Research Dongguan Culture Center Base will live up to the expectations of the Ministry of Culture and Tourism and strive to make due contributions to the culture center industry and development of culture and tourism of the country. To this end, it will fulfil its role as a regional platform, converge and coordinate human resources and conduct in-depth research in such fields as culture and tourism supply-side structural reform, social development of culture and tourism and public service of culture center.
The academic council of the base consists experts from various fields
On the same day, the leader group and academic council of National Culture and Tourism Research Dongguan Culture Center Base were also founded. Huang Xiaoli serves as head of the base and Li Guoxin as director of the academic council. The academic council consists of experts from the National Culture and Tourism Public Service Advisory Council, public service institutions and university research institutes.
In addition, National Culture and Tourism Research Dongguan Culture Center also signed cooperation agreement on experiment base with the culture center of Guangzhou, Shenzhen, Zhuhai, Foshan, Zhaoqing, Huizhou, Zhongshan and Jiangmen, as well as the Guidance Center for Culture & Arts Center of Pudong New Area, and the School of Literature and Communications of Dongguan University of Technology. Ten experiment bases were set up to provide more solid theoretical, practical and talent support for national culture and tourism research.
