On the occasion of the Fifteenth Congress of the CPC Dongguan Committee, we’re summarizing the achievements obtainedby Dongguan in last five years. Various honors and ranks demonstrate comprehensively that Dongguan is standing at the new starting point and the key development phase.

Along the surging Dongjiang River, new sci-tech start-ups are emerging in South Guangdong province.
With honors and awards, the vigorous Dongguan is progressing with each passing day.
Last September,Qiushi (2021 Issue 18) published the Statistical Chart of Economic and Social Development: Basic Information of the Population of Super Large and Large cities in the Seventh National Census provided by the National Bureau of Statistics.
10 million of citizens are working together for the growth and development of Dongguan, making it a progressing city with the strongest comprehensive strength unseen before.
To the outside world, Dongguan owns various tags, such as China’s Top 100 Foreign Trade City, Large City, New First-tier City. However, these are just the tip of the iceberg.

In recent years, Dongguan has stood out from various ranking lists and shown its comprehensive strength. For instance, the 17th place of 2021 China’s Urban Comprehensive Economic Competitiveness; the 13th place of 2021 China’s Urban Sustainable Competitiveness; the 19th place of 2021 Top 100 Advanced Manufacturing Cities. The State Council also supervised, examined and encouraged our endeavors in terms of intensive land use, environmental governance, financial budget, business system reform, and stabilization of foreign trade.
GDP is about to reach 1 trillionyuan. High-quality development maintains sustainable growth. What cannot be ignored behind these is the continuous development of 33 sub-districts and towns (parks) of Dongguan.
Fashion from Humen, knitwear from Dalang,hardware and dies from Chang’an, shoes from Joujie, furniture from Dalingshan… Mentioning each sub-districts and towns (parks), one will think of one or two advantageous industries and find in surprise the industrial cluster of “One Feature in One Town” of Dongguan.
This has also been reflected in ranking lists for a long time. On the list of the Top 100Towns with Comprehensive Strength 2021 in the Research Results Release of High-quality Development Index of Small and Medium-sized Cities in China, 15 towns in Dongguan are among Top 100 Towns in China, and all 28 towns are among Top 1000 Towns in China. In the Report on the Comprehensive Competitiveness of Chinese Villages and Towns 2020, 20 towns in Dongguan rank among Top 100 Towns in China, accounting for more than half of the seats taken by towns of Guangdong province. In addition, Chang'an and Humen are ranked among Top 10 Towns in China.
Only when towns and sub-districts flourish can Dongguan blossoms every day. All towns and sub-districts (park), like sparkling stars, make joint efforts for the prosperity and development of Dongguan, driving Dongguan towards the new starting point as a city with a GDP of over 1 trillion yuan and a population of over 10 million.

Science and technology are major elements for leading urban development competitiveness
Last five years saw the acknowledgement of Songshan Lake Science City as a pilot state-level comprehensive science center in the Greater Bay Area, the completion and operation of the world’s fourth and the country’s first pulsed spallation neutron source, and the settlement of Great Bay University and City University of Hong Kong.
Last November, National Academy of Economic Strategy, CASS and China Social Sciences Press jointly issued the China'sUrban Competitiveness Report No. 19, making evaluation on China’s 291 cities in 2021. Dongguan was ranked among Top 20 Cities of Sci-tech Innovation of China, raising to the 20th from previous the 40th. It ranks the third among prefecture-level cities.
In term of innovation ability, Dongguan was ranked the 22nd among national innovative cities, according to the Report on the Monitoring of Innovation Ability of National Innovative Cities 2020 and the Evaluation of Innovation Ability of National Innovative Cities 2020 issued by Ministry of Science and Technology and Institute of Scientific and Technical Information of China.

With new vitality being continuously unlocked, Songshan Lake Science City is making great siphonic effect, attracting more and more high-level talents and projects. Songshan Lake Science City is no doubt a strong engine to drive thegrowth of Dongguan’s high-level sci-tech innovation.
Songshan Lake Materials Laboratory, founded in 2018, is one of the four province-level laboratories firstly launched in Guangdong province. Situated in Songshan Lake Science City, Songshan Lake Materials Laboratory is home to a large number of super brains. It is known that there are 8 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering working in Songshan Lake Materials Laboratory. Their research achievements have been elected as Top 10 Domestic Scientific Advances and Top 10 Domestic Major Technical Advances for two consecutive years. Accumulatively, Songshan Lake Materials Laboratory has introduced more than 900 talents and 25 high-level research teams, and incubated 26 industrialized companies.

The proportion of R&D in GDP ranksthe 2nd in Guangdong province. There are over 7,200 national high-tech enterprises, ranking the first all the time among prefecture-level cities of Guangdong province. 79 enterprises have been honored national “little giant” enterprises with special, sophisticated, unique and innovative products, tanking the ninth in the country.
Ideas, big or small, have created a number of science innovative enterprises and gathered numerous talents. Many littles make a miracle. Dongguan is mapping out a new blueprint of a whole chain system featuring sci-tech innovation and advanced manufacturing with the idea of leading the economy by sci-tech innovation.

Last January, Dongguan was included in theNotice of Nominating the Tenth Batch (2020) of National Water-saving Cities issued by the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission. Last October, Dongguan was honored the title of National Ecological Civilization Construction Demonstration City (the fifth batch) at the Ecological Forum of COP 15 of the Convention on Biological Diversity.
By so far, Dongguan has won a number of honors and titles, including National Environmental Protection Model City, National Civilized City, National Health City, National Forest City, National Greening Model City, National Water Ecological Civilization Pilot City, National Ecological Civilization Pilot Demonstration Zone, National Water-saving City and National Ecological Civilization Construction Demonstration City among others.

From "Longxugou", literally Longxugutter, to a national wetland park, Mayong Huayang Lake has become a good place for citizens to have fun, take photos and mark their journey. The water quality and landscape of rivers in the coastal corridor, Maozhou River, Shima River and other basins have been improved.
Dongguan, a "highfacescore" city, has taken its own "path" in social governance. The "red stools" lead social governance, the "blue vests" build a safe defense line, and the "local sages" help resolve disputes and conflicts... In September of 2017, Dongguan has won the third consecutive triumph of National Excellent City for Comprehensive Governance of Social Security, the highest honor of national comprehensive governance of social security and safe construction. The honor is selected and commended by the Peaceful China Initiative Coordination Group and the Committee of Political and Legal Affairs of the CPC Central Committee every four years. Places that have been rated as national excellent cities for three consecutive times will be awarded the "Chang'an Cup". So far, Dongguan has won three consecutive titles of National Excellent City for Comprehensive Governance of Social Security and successfully won the "Chang'an Cup" for the first time. In last December, Dongguan was honored the title of "2017-2020 Peaceful China Initiative Demonstration City" and won the "Chang'an Cup", the highest award of national safe construction, for the second time.
It’s worth mentioning that Dongguan won the National Model City of Innovative Social Governance for the sixth consecutive time, bringing more and more good ideas for social governance with more and more measures.

From the “three-plus-one” trading-mix which attracted businessmen from Hong Kong and Taiwan to invest and start businesses in Dongguan, to the China Spallation Neutron Source (CSNS) which gathered scientific and innovative talents to lead Dongguan's advanced manufacturing, Dongguan has gone through "double promotion" in economy and technology. In 2020, according to theReport on Business Environment of 296 Prefecture-level and Above Cities of China in 2020 jointly released by Guangdong Academy of Greater Bay Area Studies and 21st Century Economic Research Institute, Dongguan ranked the 18th in China and the 3rd among prefecture- level cities.
In the firstReport on the Business Environment Index of National Prefecture-level Cities released at the 2020 China Economic Media Conference, Dongguan ranked the 3rd among Top 50 Cities of Business Environment.
