According to China's Urban Vitality Research Report 2021 (hereinafter referred to as“the report”) released recently, among the Top 10 most attractive Chinese cities for talents in 2021, four cities came from Guangdong, with Shenzhen retaining its crown and Dongguan ranking fifth.

Population attractiveness is an important index in measuring a city’s competitiveness; it is the ratio of the new inflow of permanent residents in the city to the average new inflow of permanent residents in all cities across the country. In the 2021 national urban population attractiveness TOP 300 list, Guangzhou and Shenzhen were among the top three, with Shenzhen topping the list and Guangzhou ranking second.
Notably, southern cities account for nine of the top ten cities in terms of population attractiveness, four of which are from Guangdong province.

At present, the total number of talents in Dongguanhas reached 2.584 million, including 183,000 high-level talents. The provincial innovation and scientific research team has ranked first amongGuangdong's prefecture-level cities for ten consecutive years.

Dongguan will speed up the creation of a new highland for talent gathering in the Greater Bay Area and implement a new round of talent projects. These measures are intended to provide a broad stage for talents to display themselves, and create a strong atmosphere of respecting talents. Dongguan strives to recruit and introduce 10 strategic scientist teams from all over the world within three years, attracts 400 professionals with doctoral degree, 1,000 leading talents, 60,000 innovative talents with master's degree or above, and 500,000 undergraduate talents. Dongguan is also making efforts to cultivate local academicians. Besides, Dongguan plans to implement the 2.0 version of the "Capital of Skilled Talents Plan" , making solid efforts to promote the reform of industrial workforce and promoting integration between industry and vocational education. Dongguan hopes to help 1 million workers to improve their academic background in three years, and cultivate more high-quality skilled talents and craftsmen. In five years, the total number of talents is expected to reach 3.83 million, accounting for 35% of the total population in Dongguan.
