Major project construction is the most effective and direct way to maintain investment enlargement but also a major engine for economic development. In other words, seizing the construction of major projects is to seize the key point of economic development.
Statistically, by March 29th, there are 464 major projects in Dongguan, among which 448 projects have resumed, with a rate of 97%.
Busy working in major projects
Some workers are busy transporting materials, laying bricks, painting walls, etc., at the site of Longtai Intelligent Technology R&D Center and Intelligent Manufacturing Project in Mowu Village, Qishi. Negative nucleic acid results four days in a row are necessary for project resumption.” Zeng Delian, the project leader said.
As for Jiangxia digital and aeronautical manufacturing sites beside Jiangnan Road, people are also required to take their temperature, scan the site code, weak masks and register individual information. Zhou Qinfu, the project manager said it is to ensure the regular construction. They now have required to increase construction staff and provide proper compensation for them to ensure the project is completed as scheduled.
At the Shenglan Technology Connector construction site with a 600 million yuan investment in Dongkeng town, the machines are in the roar of operation and the workers are sweating. Alcohol pads, hand sanitizers, and other epidemic prevention tools are available at the entry. The workers should wear masks, scan the site code and measure the temperature before entering.
According to the official leader, despite the pandemic’s impact on project building progress, the enterprise strictly follows the demand for pandemic prevention and control mechanisms, Covid-19 tests, and environmental cleaning and disinfection. Meanwhile, they should also speed up and make sure the project is promoted with high standards and quality. Now, 80% of the project has been completed, and the whole project is planned to be completed by the end of June this year.
The project of Ruiqin Technology consumer electronics intelligent terminal manufacturing in Tangxia town, with a planned total investment of 5 billion yuan has fully resumed. It is an important support for Tangxia to build a 100 billion yuan electronic information industry cluster and is expected to be put into operation at the end of this year. As a result, the workers and machines are working at full capacity.
97% Dongguan major construction projects resume
The above projects are only an epitome of the speeding up of the resumption and construction. The reporter learned from Dongguan Development & Reform Bureau that 464 major projects, or 97%, have been under construction as of March 29th. Among them, 99.7% of projects have resumed in zero-Covid-19 areas, except for one only, and 92.3% in an area with positive cases.
87,000 workers have returned to work, with a 97.2% return rate in 447 projects. Among them, 31,000 workers have returned to work in major projects in pandemic-related areas, with a return rate of 96.4%; 56,000 workers have returned to work in non-epidemic-related areas, with a return rate of 97.6%.
In addition, data reveals that from January to February this year, Dongguan’s major construction projects completed a cumulative investment of 12.86 billion yuan, 10.7% of the annual plan, an increase of 7.6%.
According to reports, from January to February, Dongguan started construction of a total of 21 new projects such as investment and production increase of intelligent equipment and injection molding and CNC machine tool equipment capital expansion project in Guangdong Topstar Technology Co., Ltd., R & D manufacturing projects of emerging industries in Xiaohe Area, Guangzhou-Shenzhen-Hong Kong-Macau Science and Technology Innovation Corridor. newly completed project of Zhongtang Riverside Park Engineering Renovation, Dongguan high-voltage power grid renewal project, Dongqin communication high-end mobile terminal intelligent manufacturing headquarters, JD Urban Science and Technology Financial Innovation Center, etc.
In the 2022 Guangdong’s Key Construction Projects Plan recently announced by the Guangdong Development and Reform Bureau, in terms of transportation facilities construction, the much-anticipated Lion Ocean Bridge, Dongguan-Panyu Expressway, etc., were included.
With the acceleration of these major projects, a powerful engine will be injected into Dongguan’s economic and social development.
Coordinated implementation of promoting major projects construction
Seizing the construction of major projects is to seize the key point of economic development. It is reported that since March 20, Dongguan Development & Reform Bureau has resolutely implemented the work of preventing and controlling the pandemic, and developing economic development, ensured the full part of effective investment, and coordinated and promoted the city’s major projects to speed up construction, helping Dongguan achieve the goal of steady growth in the first quarter.
It is said that the shortage of labor and insufficient supply of major construction materials are the main difficulties encountered during the construction of major projects. To address them, the bureau actively coordinates with production and supply enterprises of building materials and makes extra efforts to enlarge the sources of goods to promote the project’s construction to start at full capacity as early as possible. In addition, the important and difficult issues such as land formalities, land acquisition and demolition, waste removal, and cost-sharing in major transportation, energy, and water projects have been sorted out by area to ensure the major project construction.
Dongguan is currently promoting the construction of major projects by area. Seven groups have been set up to promote major projects, sort out the responsibility by area, coordinate to speed up the preliminary work of new projects, supervise the project under construction to increase investment in people, money, and materials, and promote the launch of fixed-asset investment projects.
