Several Measures for Advancing High-quality Development of the Real Economy with a Focus on Manufacturing

  In order to thoroughly implement the guiding principles of the Party’s 20th National Congress, the second plenary session of the 13th Provincial Party Committee and the fifth session of the 15th Municipal Party Committee, emphasize the leading role of the manufacturing industry, and focus on “sci-tech innovation+advanced manufacturing”, the development objectives are herein proposed and the following policies and measures are hereby formulated based on the actual situation of Dongguan City. Specific development objectives include striving by the end of 2025 for no less than 25 manufacturing enterprises with revenue over 10 billion yuan, 7 manufacturing industrial clusters with output value over 100 billion yuan, 50% and 42% of added value of the advanced manufacturing and the high-tech manufacturing enterprises in that of the industrial enterprises above designated size, 36.5% of foreign investment absorbed in the high-tech manufacturing sector, 50% of the number of employees from the manufacturing industry in that of employees from the whole society, around 4% contribution of R&D spending to GDP, and also a new level of high-end, intelligent and green development of the manufacturing industry, and providing great support to build Dongguan into a strong city with international competitiveness in sci-tech innovation and manufacturing.

  I. Reshaping System Structure with Large Industries and StrengtheningIndustrial Core Competitiveness

  1. Enhancing overall capacity of the strategic emerging industries. We will promote the integrated and clustered development of the strategic emerging industries and accelerate to foster new industrial pillars such as new energy storage, new energy vehicle core components, semiconductors, integrated circuits and new materials. By the end of 2025, the total output of new energy, semiconductor and integrated circuit industrial clusters is expected to hit 100 billion yuan. We will prepare the Version 3.0 investment attraction map and construct the support system featured by “one industrial cluster, one special-purpose fund, one industrial technology center and one sci-tech innovation team” for the development of the strategic emerging industries. By the end of 2025, the total new investment in strategic emerging industries is expected to exceed 200 billion yuan. Focusing on the new industrial trends, we will bring in two to three strategic teams of scientists to open up and develop new fields, and provide them with financial support capped at 150 million yuan in instalments according to their task goals.

  2. Fostering a work pattern of extensive investment attraction. The main leaders of the municipal Party committee and the municipal government, as well as the municipal leaders in charge of investment attraction work shall take the lead to visit and follow up at least one project with investment of over 5 to 10 billion yuan, while other relevant leaders of the municipal Party Committee and the municipal government, as well as the main leaders of all towns (and sub-districts) and the departments responsible for coordinating the strategic emerging industrial bases shall take the lead to visit and follow up at least one project with investment of over 3 billion yuan. We will vigorously implement the “Invest in Dongguan” global promotion action, with a particular focus on attracting some projects with an investment exceeding 3 billion yuan. Targeted investment attraction will be arranged around the industry chain, and standards for reviewing the achievements made in investment attraction will be tailored depending on different industries and enterprises. The municipal state-owned enterprises are supported to establish business entities to specifically attract investment, and Dongguan Federation of Industry and Commerce (Dongguan General Chamber of Commerce) and World Dongguan Entrepreneurs Federation are encouraged to play their leading role in attracting investment. Individuals, teams or legal entities that play a substantial role in promoting project introduction may be rewarded up to 3 million yuan.

  3. Supporting scientific and technological innovation in the manufacturing industry. We will accelerate the construction of the whole-process ecological chain for innovation featuring “original innovation+technological breakthrough+ achievement transformation + financial technology + talent support”, and build the Municipal Major Science and Technology Project Library to support quicker achievement transformation. Noticeably industrialized projects will be rewarded up to 5 million yuan. We will establish a mechanism through which problems and difficulties raised by the industrial circles will be answered and solved by the sci-tech circles, and help specialized and sophisticated enterprises and also high-tech enterprises get to innovation resources both inside and outside the city. We will enhance the capacity of enterprises for pursuing technological innovation, and expect to have 30 municipal or above key laboratories and 200 engineering research centers officially identified in 2023.

  4. Supporting transformation of the manufacturing industry with digital technologies. We will encourage key enterprises to achieve transformation and upgrading by reference to the World Economic Forum’s Global Lighthouse Network, and expect to have at least 20 smart factories (or workshops) identified and 1000 industrial enterprises above designated size transformed in 2023. Meanwhile, a subsidy of up to 10 million yuan will be offered as a support. We will guide the digital empowerment centers to transform into public service platforms, and build one to two iconic and typical application scenarios with national influence in such industries like smartphones, furniture and molds. We will speed up the promotion and application of operating systems and industrial software with independent core intellectual property rights, and give certain financial subsidies for the informatization of production lines based on core operating systems. A subsidy of up to 2 million yuan will be given to enterprises that try out eligible domestic industrial software.

  5. Supporting manufacturing quality standards branding. We will strive to make made-in-Dongguan products go global by accelerating to build Dongguan into a demonstration city that implements the strategy of increasing varieties, improving quality and building brands of consumer products, and working harder to promote local enterprises and products through offline exhibitions, e-commerce platforms, independent websites and overseas warehouses. We will encourage enterprises to introduce the performance excellence model and select those excellent to run for national, provincial and/or municipal quality awards, and even give a reward of 3 million yuan for the first medal of China Quality Award. We will promote the construction of quality infrastructure service platforms and also the integration of certification & accreditation, inspection & testing and brand cultivation services, so as to provide enterprises with one-stop total solutions. We will actively advance patent standardization, and guide more than 30 enterprises to concurrently make technological innovation, patent application and standard development. Enterprises that win a design award, either international or domestic, and high-quality projects that integrate culture with manufacturing, will be each given a reward of up to 500,000 yuan.

  II. Enhancing Carrying Capacity with Large Platforms and Increasing Overall Industrial Spatial Benefits

  6. Making decisive efforts to expand continuous industrial space. We will persist in using more than 70% of land use index for industrial projects and promoting the concentration of land to the four strategic platforms and seven strategic emerging industrial bases, strengthen the guidance of market-oriented land integration, and develop compensation and settlement standards for land integration by area and by type. In the strategic emerging industrial bases, we will adopt one-vote approach in the stage of “land integration - land development plan - land acquisition and approval”. In 2023, it is expected to have 5000 mu of land properly integrated in the strategic emerging industrial bases and the standardized industrial areas, among which over 300 mu will be covered by 3 pieces of continuous land.

  7. Promoting renovation and reconstruction of industrial parks in towns and villages. We will implement the three-year action plan to improve the quality and efficiency of industrial parks in towns and villages. To be more specific, a classification and grading system will be established, at least 10 industrial parks will be subject to upgrading and reconstruction, and those with more than 25% growth in output efficiency will be rewarded in terms of spatial resources, energy consumption index, emission index and other aspects. Guidelines for standardized safety management of industrial parks in towns and villages will be issued, and over 5 fully-equipped industrial parks will be constructed on a pilot basis in 2023. Each town and sub-district is expected to plan to have at least one piece of transformed continuous land covering more than 500 mu, with the government taking the lead in doing the preliminary work. The first phase of demolition and preparation will be completed in 2023, and the whole project will be completed by the end of 2025. We will try to adopt a new mechanism for integration and reconstruction of cross-village (or cross-community) industrial parks and logistics parks. With respect to any industrial land transformation project covering an area of over 75 mu, a newly built industrial factory that is up to relevant building standards will be offered a subsidy of up to RMB200/m2 for reconstruction of the main body.

  8. Expanding coordinated supply of low-cost space. We will endeavour to create more than 10 million square meters of high-quality and low-cost industrial space in multiple ways, including improving the mechanism of construction and operation by state-owned enterprises, initiating industrial land transformation projects, vitalizing vacant or unoccupied space, and renting and managing space in a unified manner. We will guide the low-cost industrial space to develop on a themed basis, increase the proportion of industrial supporting and public communication space to a proper extent, and bring in innovation, business startup and venture capital resources at a faster rate, so as to promote transformation of low-cost industrial space from pure production-oriented industrial parks to comprehensive production-and service-oriented industrial parks. We will support Songshan Lake’s scientific research carriers to expand versatile functions including R&D design, sci-tech service and pilot supporting, and allow the transfer of qualified industrial housing. We will encourage towns and sub-districts to utilize the land subject to “three old (old towns, old factories and old villages)” transformation, idle land and new land to coordinate the construction of a number of industrial resettlement houses.

  9. Implementing the strategy of evaluating an enterprise by per mu benefits. We will establish a sound comprehensive evaluation system for the quality development of the manufacturing industry, and start to carry out evaluation of enterprises on a trial basis and further of industrial enterprises above designated size gradually. We will tentatively implement the “Per Mu Benefits” Top Runner Action Plan, and by taking advantage of the differentiated financial fund support policies, give preferential treatment to quality enterprises in terms of space, energy consumption index, emission index, housing, academic degree and other resource factors, as well as government awards and pilot demonstration project application.

  III. Gathering Growth Imputes with Large Projects and Creating Driving Force for High-quality Development

  10. Developing new full-chain service mechanisms for industrial projects. With respect to industrial projects, we will establish an ecological service system throughout the chain covering from negotiation, contract signing, project launching, construction and going into operation, to reaching target output. For an industrial project with an investment over 3 billion yuan that is still under negotiation, the municipal leaders will proactively coordinate its launch. We will start construction immediately after the project is approved and allow the project to be transferred with feasible programs, expecting to make the proportion of newly supplied industrial land for the four strategic platforms and seven strategic emerging industrial bases reach 30% in 2023. We will put the project into operation immediately after construction is completed, and speed up the acceptance inspection of eligible industrial projects by means of decoration and equipment installation ahead of schedule. We will strive to reach target output as early as possible, and provide an extended service period of two to three years after the pilot industrial project is completed so as to ensure targets are achieved as expected.

  11. Developing new mechanisms for increasing capital and expanding production for industrial projects. As for projects subject to capital increase and production expansion, we will improve the benefit review mechanism. For example, a project with new land less than 50 mu will be reported to the competent municipal authority for registration after economic benefit review has been carried out at the town (or sub-district) level, and listed companies’ fund-raising projects will be directly launched without examination. Enterprises are encouraged to increase capital in and improve capacity of the land currently available, and if new land is indeed needed but cannot be approved at the town (or sub-district) level, the case shall be submitted to the competent municipal authority for coordination and settlement. At the same time, enterprises will be supported to increase capital and expand production in multiple ways, including loan with discounted interest and supplementary subsidy. For instance, a single project may be given a subsidy of up to 10 million yuan.

  12. Developing new mechanisms for stimulating investment in industrial projects. We will encourage manufacturing enterprises to increase investment in technological upgrading. An enterprise may be given a subsidy at no more than 10% of the purchase price of a new equipment, with a total amount capped at 10 million yuan. Foreign-owned enterprises are encouraged to reinforce investment by reinvesting earnings, and each of them may be given a reward of up to 100 million yuan. We will develop new ways to financially support the industrial projects, break the existing financial budget fund management mode, focus on key links such as investment promotion, sci-tech innovation, advanced manufacturing and financing incentive, and enhance the amplification effect of financial funds.

  IV. Energizing Industrial Ecosystems with Big Business and Optimizing the Development Structure for Manufacturing Enterprises

  13. Encouraging chain-leader enterprises to play a leading role in development. We will adopt the chain-chief scheme for key industries, and give major support to two to three chain-leader enterprises selected from each industrial chain. Industrial chains will be established, supplemented and strengthened centering on the chain-leader enterprises, and target enterprises and complementary projects will be introduced precisely. The “chain-leader enterprises + cooperative banks + SMEs clusters” financing docking mechanism will be established, and the “whole chain credit” model will be promoted. Chain-leader enterprises will be propelled to enhance credit for upstream and downstream firms, to participate in the development and construction of such projects like new industrial land (M0) and transformed industrial land M1, and to transfer their industrial space to upstream and downstream firms. Chain-leader enterprises will be further supported to play a leading role in building a technological innovation consortium to, in joint hands with the government, accelerate breakthroughs in common key technologies.

  14. Encouraging backbone manufacturing enterprises to develop and grow stronger. We will inspire them to take good advantage of the capital market, and will optimize the listing service mechanism by means of linkage with stock exchanges and intermediary service agencies. It is expected that over 10 new companies will be listed either at home or abroad, and over 500 billion yuan of total value of the listed companies will be realized. We will further upgrade the “national - provincial - municipal”  cultivation system for specialized and sophisticated enterprises, encourage them to jointly apply for industrial land, and strive to by the end of 2023 have at least 130 national “Little Giant” enterprises, 2000 provincial specialized and sophisticated enterprises, and 50 champion enterprises that stand out in a certain aspect in the manufacturing industry. New-and high-tech enterprises and those listed for cultivation are guided and encouraged to reinforce management of their intellectual property rights and to develop high-value patents. By the end of 2023, we expect to have at least 9500 new-and high-tech enterprises and 400 gazelle enterprises.

  15. Encouraging upgrading of business scale. We will encourage each town and sub-district to set up a task force exclusively responsible for providing eligible quality market entities with one-stop service regarding change of registration. It is expected that in 2023, the number of self-employed entrepreneurs to start companies and branch companies to transform into subsidiaries will reach at least 1500, and at the same time, more than 1500 small businesses will be upgraded to enterprises above designated size. A newly upgraded enterprise may be given a reward of up to 100,000 yuan. An early warning mechanism will be established and improved to prevent enterprises above designated size from downgrading, and support measures will be issued for bailouts of those in difficulty.

  16. Encouraging manufacturing enterprises to attract more orders and expand the market. We will organize enterprises to participate in at least 150 exhibitions and trade promotion activities both at home and abroad, including “Guangdong Trades Nationally” and “Guangdong Trades Globally” projects. Enterprises above designated size that hold new product release meetings, promoting meetings, purchasing meetings and/or trade fairs may be offered a subsidy of up to 500,000 yuan. The import and export customs clearance mode will be properly optimized, and the reform of “factory-port linkage” and “yard-port integration” will be extensively promoted, so that overall efficiency of customs clearance will be greatly improved. Exchange rate hedging service will be enhanced, and a public margin pool will be established to reduce occupation of business capital or credit. An enterprise may be given a subsidy of up to 50,000 yuan for its first foreign exchange option trading.

  17. Helping manufacturing enterprises stabilize production and reduce costs. We will strengthen protection of workforce, and put specially-assigned persons in charge of solving labor shortage. A list of protected enterprises having priority in electricity consumption will be made to targetedly guarantee their safety of using electricity. Market entities renting state-owned property will be entitled to reduction or exemption of rent for 3 months, while other market entities will be allowed to defer payment of rent for 3 months and exempted from penalty for such late payment. We will set up a special fund for financing risk compensation for SMEs, and encourage banks to provide supply chain financing support to SMEs, aiming to achieve 330 billion yuan of total loans to the manufacturing industry in 2023.

  V. Giving Full Play to Competitive Advantages and Creating a First-class Environment for Development

  18. Holding municipal leaders accountable for prioritizing the development of manufacturing industry. We will, with main municipal government and Party leaders concurrently acting as leaders of the leading groups for building Dongguan into a manufacturing power, step up overall planning and implementation of key tasks with a focus on manufacturing, and set fixed targets of capital, land, energy and finance to be invested in the manufacturing industry. National pilot zones for high-quality development of manufacturing will be built, and towns and sub-districts are encouraged to launch policies to give full support.

  19. Creating a favourable business environment in line with that of Guangzhou and Shenzhen. We will formulate and optimize regulations related to business environment, carry out actions to keep business environment continuously improved, and learn from Guangzhou and Shenzhen the advanced practices in approval procedures, service efficiency and some other aspects. Three government service platforms, respectively “Direct Line to the Mayor”, “Qiguanjia” (i.e. Dongguan Public Service Platform for Business Enterprises), and “12345” hotline, have been properly put in place, and an agency service system with good coordination between municipal and town levels has been established, so as to ensure accurate and efficient services. Policies favoring enterprises are made available online and/or through one single service window, and later will be directly implemented even without application. Enterprise-related financial funds will be granted without subsidy, fund approval procedures will be simplified, and fund appropriation efficiency will be improved. A network for public resources trading will be established and improved to create an open, transparent and highly efficient transaction environment.

  20. Expanding the supply of quality public services for industrial talents. We will implement a new round of talent project, expecting to increase 1 million talents with bachelor degree or above in three to four years, and to have more than 1.5 million skilled workers by the end of 2025. 30000 government-subsidized rental housings, 3000 shared ownership housings, and over 10000 places in various schools will be offered through coordination, so that industrial talents can enjoy contentment in life and their children can attend school. The construction of a national institute for excellent engineers will be sped up, and at least 50 skill master studios will be set up. The “Light up” action will be implemented to increase people’s scientific knowledge, the reform in vocational education will be deepened, and the talent cultivation mode featuring cooperation between vocational schools and enterprises will be promoted.
