Sprinting to a strong start, Dongguan’s fast fashion clothing sells globally

Just after the Chinese New Year, Dongguan Crystal Knitting & Garment Co., Ltd. (“Dongguan Crystal”) finds its production workshop in a flurry of activity, with recently returned workers busy producing a batch of cotton knitted T-shirts worth more than 1.9 million yuan.

“Customs officers guided us to claim preferential treatment under RCEP Rules of Origin, allowing this batch of goods to enjoy a 1.4% tariff preference, saving nearly 40,000 yuan in taxes. This has also enabled us to secure more orders,” said Liu Yan, Customs Affairs Manager at Dongguan Crystal.

Dongguan Crystal, primarily engaged in the production and sale of knitted casual wear, serves as a long-term partner for numerous fast fashion brands, enjoying widespread popularity in markets including Europe, the United States, and Japan. Amid the fierce competition in the global clothing market, Dongguan Crystal leverages the RCEP policy advantages to minimize costs and maximize benefits.

In 2023, Crystal Group’s three subsidiaries altogether exported products worth over 69.76 million yuan under RCEP, benefiting from more than 1.39 million yuan in tariff reductions. In January this year, the group achieved an export value of 32.68 million yuan, a year-on-year increase of 30%.

“With direct guidance from Customs on how to be certified as an approved exporter, we’ve been able to cut costs and accelerate customs clearance. We are confident about achieving great results again this year!” said Liu Yan.

It is reported that to help enterprises fully utilize various favorable policies and reduce export costs, Changping Customs, which is affiliated to Huangpu Customs, has expanded channels for interaction between customs and enterprises through mechanisms such as policy briefing sessions and customs chiefs interpreting policies in person. This specifically includes offering targeted training for over 500 enterprises in the jurisdiction, like Dongguan Crystal, addressing and responding to corporate concerns through both online and offline channels, and actively resolving import and export challenges. Chen Bin, the Chief of Changping Customs, stated, “We are committed to deeply implementing the ‘one policy for one enterprise’ service mechanism, accurately promoting RCEP policy benefits, and helping enterprises thoroughly understand the RCEP Rules of Origin and the specific tariff preferences for products in importing countries. Our goal is to fully unlock the potential of policy benefits, thereby boosting enterprises’ international competitiveness.”
