Government departments and enterprises in Guangzhou, Shenzhen, Foshan, and Dongguan accelerate localization deployment of DeepSeek

  Since the beginning of the year, the domestic AI large model DeepSeek has caused a stir globally.

  Recently, during a brainstorming session with the leadership team of Zhuhai City, all members collectively watched a report on DeepSeek’s founder, Liang Wenfeng, reflecting the local government’s expectations and confidence in DeepSeek.

  As a high-performance, low-cost, and open-source large model, DeepSeek has attracted global attention with its strong technological capabilities and broad application prospects. A reporter from Nanfang Daily discovered that recently, the Pearl River Delta region, from government departments to manufacturing enterprises, from educational research institutions to hospitals, has keenly seized this development opportunity, actively applying it in areas such as government services, enterprise production, smart cities, and teaching and research.

  Professor Hu Gang, Dean of the Digital Economy and Future Cities Research Institute at Jinan University, believes that the Pearl River Delta region boasts rich application scenarios. With the low cost of localizing the deployment of DeepSeek, large-scale implementation of DeepSeek can lay the foundation for the region’s subsequent high-quality development.

  Deploying DeepSeek: Not just a trendy move

  Currently, many government departments are rapidly localizing and deploying DeepSeek.

  On February 8, the Longgang District government in Shenzhen officially launched the DeepSeek-R1 full-size model on its official government external network, becoming the first government department in Shenzhen to successfully deploy this model. With this move, the Longgang District government platform can now realize intelligent functions such as document writing, drafting, and proofreading, greatly improving office efficiency.

  Following Longgang, other districts such as Nanshan and Luohu quickly followed suit. On February 13, Nanshan District officially announced its integration of DeepSeek. The “Nanshan Tong” mini-program now incorporates the DeepSeek large model and can use AI digital human technology to provide “voice-enabled intelligent services.” Luohu District has integrated DeepSeek and other large models to create 12 types of AI office scenarios, including “intelligent policy interpretation,” “smart data inquiry,” and “intelligent writing.”

  The reporter found that in this round of government service deployment of DeepSeek, the Administrative Service and Data Management Bureau of local governments took the lead.

  The Guangzhou Municipal Bureau of Administrative Service and Data Management has deployed the DeepSeek-R1 and V3 671B large models on the government external network. By integrating massive amounts of government data, it aims to enhance the quality and efficiency of government services. The bureau also plans to build a “1+3+N” smart government system based on DeepSeek, creating a new digital engine to support the construction of Guangzhou’s “12218” modern industrial system.

  Under the guidance of the Dongguan Municipal Bureau of Administrative Service and Data Management, the Dongguan AI Large Model Center has completed the deployment and launch of the full version of DeepSeek-R1. The bureau plans to provide full life cycle services for enterprises through initiatives such as creating a data industry cluster and building a public data authorization and operation platform.

  The application of AI technology has improved the efficiency of some government service scenarios. At the Dongguan Municipal Government Service Center, entrepreneur Mr. Chen secured a 500,000 yuan credit loan through the “Government-Bank Service Integration Platform” in just 72 hours. The project builds a multi-dimensional data portrait system for businesses and develops intelligent risk control models, increasing the credit conversion rate to 68%.

  Recently, the AI open platform independently developed by Nanhai District of Foshan City was launched, becoming the first platform in Foshan to integrate the DeepSeek-R1 domestic large model and local government computing power. The Nanhai District government emphasized that technological innovation is key to promoting high-quality development. Through highly available, low-cost, and replicable AI development paths, Nanhai is accelerating its entry into the AI new era.

  Hu Gang believes that the deployment of DeepSeek by government departments in multiple areas of the Pearl River Delta is not just about following trends, but is based on a deep understanding and strategic planning for regional development needs. Currently, the Pearl River Delta is in a crucial period of transformation, shifting from traditional manufacturing to high-end intelligent manufacturing and the digital economy. With characteristics such as high performance, low cost, and open-source features, DeepSeek can provide strong technical support to local governments in areas such as social governance, public services, and industrial upgrading.

  Leveraging AI large models, revenue expected to increase tenfold

  Similar to the goals of government departments deploying DeepSeek, enterprises in the Pearl River Delta have also gained development benefits by deploying the DeepSeek large model in advance.

  Hu Wei, Chairman of Shenzhen JR Talent Ltd. stated that the company’s revenue from its Dongguan subsidiary is expected to increase tenfold this year, reaching 30 million yuan, compared to last year. The subsidiary has integrated the DeepSeek large model to develop the “Digital Intelligence Employee” product, providing intelligent services such as material writing, event planning, and data analysis for businesses.

  Regarding how large models can improve business efficiency, Hu Wei said, “To create industry-specific models, it is necessary to train them with large, clean datasets, which are often scattered across various companies. By collaborating with enterprises, our company can customize exclusive intelligent agents based on the client's business processes.” In addition to DeepSeek, the company has also integrated domestic large models such as Huawei’s Pangu model and Alibaba’s Tongyi Qianwen model.

  Guangzhou-based company PCI Technology Group Co., Ltd. (PCITECH) is also one of the early adopters of DeepSeek. introduced that the V1, V2, and V2.5 versions of the large model, released and open-sourced in November 2023, May 2024, and September 2024, respectively, align closely with the company’s ongoing optimization of its “model sandbox” technology system. Through assimilation and innovation, the iterative research and development of PCI Knowledge-Practice Trans-GPT transportation large model has been effectively accelerated. Currently, the company has completed the privatized deployment of DeepSeek model interface switching in some production environments.

  Shenzhen has strong capabilities in fields such as AI hardware manufacturing, Dongguan has deep industrial accumulation in areas like electronic information, and Guangzhou has shown impressive performance in intelligent manufacturing, all of which provide rich application scenarios for the localization of DeepSeek.

  Empowering thousands of industries, accelerating AI and industry collaboration

  Currently, in the Pearl River Delta, the application of DeepSeek is not limited to government services and enterprise production; it has also expanded into fields such as healthcare and education.

  Recently, the South China Hospital affiliated to Shenzhen University took the lead in completing the full deployment and application of the multi-parameter version of the DeepSeek-R1 large model. The hospital has built a comprehensive intelligent computing hub covering “clinical-scientific research-operations management” and has also developed a medical version of the “Knowledge Database Assistant,” significantly improving the efficiency and accuracy of medical work.

  In Luohu District, leveraging AI agents in the education sector, DeepSeek, Doubao, Ernie Bot, ChatGLM, Kimi, Tencent Hunyuan, and other leading industry models have been fully integrated to provide intelligent applications and decision-making support for regular education, teaching, management, research training, and evaluation.

  The establishment of the Dongguan AI Large Model Center will provide local enterprises with an open computing power platform, promoting the widespread adoption and application of AI technology, as well as the deep integration of AI with traditional industries.

  From government services to smart transportation, from medical assistants to educational assessments, the large-scale integration of large models, represented by DeepSeek, can provide strong momentum for improving government services, transforming and upgrading industries, and enhancing the efficiency of medical work in the Pearl River Delta region. The popularity of DeepSeek and the advancement of enterprise digital transformation have also brought numerous emerging job positions to the market, such as AI engineers, intelligent application developers, and data analysts.

  Looking ahead, the Pearl River Delta region will continue to leverage its advantages, accelerate technological innovation and industry collaboration, and promote the rapid development of the AI industry.
