On March 17, the Dongguan-Hong Kong Industrial Cooperation Exchange Conference, themed “Dongguan and Hong Kong Join Hands to Build the Bay Area,” was held in Hong Kong. The event aimed to collaboratively forge a new model of integrated development, epitomized by “Hong Kong’s R&D + Dongguan’s Transformation” and “Hong Kong’s Services + Dongguan’s Manufacturing.” This partnership seeks to embark on a new journey of high-quality development and jointly script a new chapter of synergistic success.

The deepening cooperation between Dongguan and Hong Kong hinges on the robust participation of enterprises. At the conference, numerous representatives from Hong Kong’s business community and chambers of commerce shared their insights into the opportunities presented by the Bay Area and Dongguan.

Dongguan, a pivotal city in the Guangdong-Hong Kong-Macao Greater Bay Area, is not only a key manufacturing base in southern China and a vibrant microcosm of the nation’s thriving private economy but also a critical partner for Hong Kong in commercializing technological innovations. These efforts aim to advance Dongguan’s new industrialization and contribute to its high-quality development.

“Brain” + “torso”: Jointly driving high-quality development of the Greater Bay Area’s biopharmaceutical industry

Lo Yuk Lam, Chairman of HK Bio-Med Innotech Association (HKBMIA), stated that Dongguan has fostered a significant agglomeration effect in the biopharmaceutical industry, gradually forming a complete ecosystem spanning “R&D-transformation-production” and excelling in multiple sub-sectors. Hong Kong, meanwhile, possesses unparalleled advantages for developing biotechnology, including robust capabilities in basic scientific research and original innovation, five universities ranked among the world’s top 100, and globally recognized service systems in finance, law, and beyond.

Through policy coordination, resource complementarity, and vertical collaboration, the two cities are poised to create a closed-loop ecosystem of “Hong Kong R&D – Dongguan Transformation – Global Market.” HK Bio-Med Innotech Association can further act as a bridge in this partnership. By utilizing its platforms for exchange activities, talent development, industry alignment, and policy advocacy, the Association will facilitate R&D collaboration, policy synergy, and global expansion between Dongguan and Hong Kong. This will amplify their synergistic potential, jointly driving the high-quality development of the Greater Bay Area’s biopharmaceutical industry.

Dongguan boasts a comprehensive industrial chain, powerful manufacturing capabilities, and efficient government services. It produces nearly one-fifth of the world’s smartphones, one-fifth of global sweaters, and one-quarter of animated products, demonstrating its capacity to handle massive orders like the “Nezha” project’s billion-yuan demand while remaining resilient amid global economic volatility. In 2024, Dongguan’s GDP growth ranked second in Guangdong Province, reinforcing confidence for businesses investing in the city. Hong Kong, with its advanced productive services sector and numerous research institutions boasting strong R&D capabilities, complements Dongguan’s 220,000 industrial enterprises, which provide vast development space and real-world applications for Hong Kong’s services and scientific research. Dongguan’s two national-level scientific assets—the world’s fourth operational pulsed spallation neutron source and the under-construction advanced attosecond laser facility (the second of its kind globally)—offer Hong Kong’s research institutions unparalleled R&D platforms. As one of the associations with the largest number of Hong Kong-invested member enterprises in the Greater Bay Area, the Dongguan Foreign Business Association, with its 35 chapters and 2,500 member companies, is eager to serve as a bridge-builder. The association’s planned “Dongguan Hong Kong Center” aims to become a “central hub” for business negotiations and exchanges in Dongguan.
