In recent years, Dongguan, a manufacturing powerhouse, has actively positioned itself in the emerging low-altitude economy sector. In 2024, the city released its “Implementation Plan for Promoting High-Quality Development of Dongguan’s Low-Altitude Economy (2024-2026)”, explicitly designating the sector as a new growth engine for future economic advancement. Today, with increasing “low-altitude+” applications taking root, Dongguan’s low-altitude economy is transitioning from “takeoff” to “soaring”.
On July 3, the Guangdong (Dongguan) 2025 Low-Altitude Economy Application Scenarios Launch Event – themed “Demonstrating Scenarios, Leading by Example” – convened at Yingbin Hotel Dongguan. Over 400 participants, including enterprise representatives, industry experts, and distinguished guests from the Greater Bay Area and nationwide, gathered to witness Dongguan’s dynamic progress and explore its achievements in low-altitude economic development.
During the event, the Dongguan LowAltitude Economy Industry Alliance signed an agreement with the Shenzhen LowAltitude Economy Association; Dongguan University of Technology signed with the China AOPA; Dongguan Communications Investment Group Co., Ltd. (hereinafter referred to as “Dongguan Communications Group”) signed with the IDEA LowAltitude Economy Institute; Dongguan LowAltitude Economy Development Co., Ltd. (hereinafter referred to as “Dongguan LowAltitude Economy Company”) signed with China United Network Communications Co., Ltd. Dongguan Branch (hereinafter referred to as “Dongguan Unicom”); and Shenzhen Yingwu General Aviation (also known as Parrot Aero) signed with Dongguan Unicom. Government bodies, enterprises, and academic institutions collaborated in depth to jointly promote the aggregation and integrated development of the key elements in Dongguan’s lowaltitude economic industry chain.
Striving to develop no fewer than 100 demonstration-worthy application scenarios within one year
Co-hosted by Dongguan’s Development and Reform Bureau under the guidance of Guangdong Provincial Development and Reform Commission and Dongguan Municipal People’s Government, with Nancheng Subdistrict Office, Dongguan Communications Group, and Dongguan University of Technology as co-organizers and China Unicom Dongguan as executive partner, this launch event seeks to expand scenario supply, establish opportunity platforms, and accelerate the adoption of cutting-edge low-altitude technologies across Dongguan.
At the meeting, relevant officials from Dongguan Development and Reform Bureau stated that in recent years, Dongguan has deepened cooperative exchanges with fellow cities including Guangzhou, Shenzhen, Zhuhai, and Ji’an. By fully leveraging its inherent advantages of solid industrial foundations and abundant application scenarios, the city connects premium resources through scenario innovation. It continuously advances application scenario innovation across all domains, the entire city area, and whole processes, striving with full effort to build a “city of low-altitude scenarios”. “Moving forward, we will uphold the philosophy of ‘responding to all needs, interactive symbiosis’. Using scenario inventories, scenario matchmaking, and scenario refinement as key measures, we will provide everyone with the most comprehensive scenario ecosystem, largest development platform, and best service guarantees with greater intensity.”
First, regularize the release of scenario inventories. Dongguan will establish long-term mechanisms to periodically collect, organize, and publish “opportunity inventories” and “capability inventories” for scenario innovation. It will accelerate the formulation and introduction of supportive policies for the low-altitude economy, providing support in areas such as land, funding, and resource elements. This encourages pioneering trials and active planning, construction, and application of scenarios, driving the creation of no fewer than 100 demonstration-worthy application scenarios within the next year.
Second, fully implement scenario innovation matchmaking services. Dongguan will use scenarios to “optimize services”, establishing a full-cycle service mechanism with “scenario specialists”. It will precisely organize a series of supply-demand matchmaking sessions to propel more quality scenarios and projects from the “seed stage” to rapidly enter the “explosive growth stage”.
Third, accelerate the scaled application of scenarios. Dongguan will fully integrate into the low-altitude economy reform pilots of the province and Shenzhen City, deepening communication and cooperation with cities including Guangzhou, Shenzhen, and Zhuhai. It will conduct in-depth cooperation in key areas such as airspace sharing, policy coordination, and industrial synergy. Continuously fostering an atmosphere where “scenarios retain talent, talent reaches full potential, and resources are fully utilized”, it will drive more application scenarios to accelerate scaled implementation.
The Dongguan 2025 Low-Altitude Economy Application Scenarios Opportunity Inventory officially released
During the event, the Dongguan 2025 Low-Altitude Economy Application Scenarios Typical Case Inventory (hereinafter referred to as the “Case Inventory”) and the Dongguan 2025 Low-Altitude Economy Application Scenarios Opportunity Inventory (hereinafter referred to as the “Opportunity Inventory”) were released.
Among these, the Opportunity Inventory includes 37 specific scenarios covering 12 dimensions: security assurance, freight logistics, public services, fire rescue, emergency response, meteorological monitoring, low-altitude surveying and mapping, agricultural and forestry production, power inspection, aviation consumption, low-altitude training, and low-altitude maintenance.
The Opportunity Inventory primarily focuses on five aspects: First, in the manufacturing services field, seeking intelligent inspection UAV and hangar providers, UAV maintenance enterprises with professional qualifications and technical capabilities, and customized inspection solution integrators. Second, in urban operations field, seeking city-level UAV integrated dispatch management platform developers, data processing and analysis service providers. Third, in low-altitude logistics field, seeking logistics UAV operators (especially integrated aircraft, VTOL fixed-wing, multi-rotor medium-large aircraft), intelligent logistics dispatch system developers, and terminal receiving facility providers. Fourth, in public services field, seeking long-endurance, heavy-payload, multi-functional platforms with high-precision positioning technology, as well as emergency delivery equipment suppliers.
Fifth, in geographic surveying and mapping field, seeking high-precision surveying and mapping UAV and payload providers, professional data processing and modeling software service providers.
Relevant officials from the organizing committee emphasized that for the low-altitude economy to achieve the leap from “flying” to “using” then to “strengthening”, the core lies in the rooted implementation and prosperous development of application scenarios. The release of the “Opportunity Inventory” represents Dongguan’s pragmatic move to leverage “authentic scenarios” to catalyze “major industries”—an “olive branch” extended to the market and a “mobilization call” for cooperation.
Low-altitude economy industrial resources rapidly converge in Dongguan
During the advanced experience sharing session, representatives from Shenzhen IDEA Research Institute and Shenzhen Low-Altitude Economy Industry Association respectively delivered in-depth presentations on the intelligent integrated system “low-altitude brain” and cooperation plans with Dongguan, as well as advanced low-altitude economy development experiences and Shenzhen-Dongguan coordination concepts. The deep integration of Dongguan’s robust manufacturing foundations with Shenzhen’s innovation genes will promote coordinated development of the Greater Bay Area’s low-altitude economy industry across broader scopes and higher levels.
In the scenario release session: Dongguan University of Technology released the “low-altitude + park management” park inspection scenario and “low-altitude + satellite” information service case and introduced the development status of Dongguan Low-Altitude Economy Industry Development Research Institute. Dongguan Communications Group released the “low-altitude + highway inspection” demonstration scenario and introduced the implementation progress of “low-altitude + government services” unified procurement and sharing. China Unicom Guangdong Provincial Branch released the “low-altitude and countermeasure security” and “AI laboratory” scenarios. Nancheng Subdistrict released the “low-altitude + trendy delivery” opportunity scenario and introduced the integrated development path of low-altitude economy with local art toy economy and other diverse formats to empower central urban residents’ living experiences; combining low-altitude economy with government services to create “minute-level” government service channels. Songshan Lake Management Committee released the “low-altitude + cultural tourism application” scenario and introduced Songshan Lake’s planning and layout for low-altitude cultural tourism, creating low-altitude routes around scenic resources in Songshan Lake and surrounding towns/streets to generate cultural tourism consumption growth points. Shuixiang Management Committee released the “low-altitude + cross-city transport” scenario, and introduced the demonstration project of Guangzhou Huangpu Comprehensive Bonded Zone - Dongguan Shuixiang Hexi Digital Industrial Zone “Guangzhou-Dongguan Cross-City Low-Altitude Logistics Distribution Route”, Hongmei Town’s “low-altitude + industrial manufacturing” scenario, as well as the development status of the low-altitude economy complete aircraft park and XAG, Pudu, and Giant Wind enterprises, showcasing complete aircraft manufacturing capabilities. Xiegang Town released the “low-altitude + high-altitude operations” scenario, and introduced drone-supported high-altitude operation cases, with live demonstration of drone cleaning operations.
The organizing committee stated that the concentrated signing of projects and the implementation of a series of collaborations signify that low-altitude economy industrial resources are accelerating their convergence toward Dongguan. “We sincerely invite entrepreneurs from home and abroad to actively participate and engage in matchmaking discussions. Dongguan will fully commit to serving as both a ‘gold-standard concierge’ and ‘best partner’, enabling a two-way flow of capabilities and opportunities, as well as a mutual circulation of scenarios and markets. Together, we aim to build Dongguan into a ‘demonstration field’ for innovative applications and a ‘model showroom’ for integrated development in the low-altitude economy.”
