It is introduced that in order to promote the establishment of the food safety demonstration zone in Guangdong province, Dongcheng district launched ten measures of “Delegate Power and Optimize Service” reform in food business field, and “E-certification and Less Legwork” is one of them.
Apply for License at Home through“Face Swiping” with “Zero Legwork”
You can acquire your food business license by turning on your phone, swiping face and submitting materials. Mr. Qi in Dongcheng district has acquired his food business license through“Face Swiping”.

Dongcheng Food and Drug Administration Branch optimized the review and approval process and improved its speed by adopting WeChat face swiping certification, simplifying proof materials and promoting commitment license issuance system and materials lacking admissibility measure, so as to further compress the processing time of food business license, reduce on-site verification items and improve the review and approval efficiency. The time limit for processing food business license is reduced from 20 working days to 3 working days, or even to acquire license at the same day of application。

At present, Dongcheng Food and Drug Administration Branch and Dongcheng Government Affairs Service Center have jointly developed and constructed the “face swiping” self-service terminal for food business license application. It provides enterprises with “face swiping certification” and “license acquirement via face swiping” services and further deepens fingertip transaction services of government affairs service of Dongguan city. The “face swiping” self-service terminal for food business license was going to put into use in September.
According to introduction, citizens can fill out information and submit license application through self-service terminal at the nearest service station. After that, backstage crew would quickly review and approve the application materials, then citizens and enterprises can acquire the license there and then by inputting fingerprint and photographing authentication on the spot.
