Xiao Yafei Chaired the Executive Meeting of Municipal Government to Review and Approve A Numbers of Major Issues.
Xiao Yafei, Dongguan Mayor and deputy party secretary of Dongguan Municipal Committee held an executive meeting of the municipal government yesterday. The meeting deliberated and passed a batch of major issues including Supportive Approach for Promoting Listing and Development of Enterprises (hereinafter refers to as“Ten Measures of Dongguan”).
In order to promote high quality development of Dongguan and encourage enterprises to become leading enterprises with innovation capability by optimize the allocation of resources through capital market, Dongguan issued ten measures to enhance the support to listed backup enterprises and listed enterprises in aspects of capital, land, talents and environment. Xiao Yafei indicated that the volume of listed enterprises in Dongguan is less. However, there are many listed backup enterprises with good foundation. Next step, Dongguan would make more efforts in cultivating listed enterprises and strive to build more quality enterprises into the “mainstay” of Dongguan economic development.
Set up “Quadruple Rewards” to Encourage Enterprises to
Seek Financing by Listing on the Stock Market
Listing of quality enterprises can draw capital from all sides. In this way, capital problem in development process of enterprises can be solved easily through capital market. However, listed capital has become the last test of many enterprises before breaking through “dawn”.
In order to alleviate enterprises’ financial pressure of listing, “Ten Measures of Dongguan” clearly proposed to increase efforts to support the listing of enterprises and alleviate enterprises’ cost burden of restricting and listing. Among them, the listed backup enterprises can acquire quadruple rewards from “formal acceptance of application materials”to “ first-time financing”, respectively are: reward of 2 million RMB for formal acceptance of listing application materials; reward of200 thousand RMB for successfully listed in national stock transfer system; reward of 300 thousand RMB for entering innovation layer; reward for first-time financing, which is 0.5% of the amount of capital raised in the IPO or 1% of first direct financing amount after listed in the national stock transfer system with a maximum of 5 million RMB or 1 million RMB respectively.
“Ten Measures of Dongguan” set up exclusive fund for industrialization and informationization to increase financial support for private enterprises. Private enterprises enjoys subsidy of 50% of the intermediary fees for private enterprises’ listing application by stage with maximum amount of 3 million RMB; private enterprises listed in the national stock transfer system will be awarded up to 800 thousand RMB; For private enterprises who issue corporate bonds, increase funding and expand stocks successfully and listed in “Highly growth SMEs board of Guangdong Province”, subsidies will be given respectively at 2% and 3% of the financing amount, with a maximum amount of 3 million RMB.
It is also stipulated by “Ten Measures of Dongguan” that eligible corporate income tax, contract tax and land value increment tax that involved in restricting and reorganizing of listed backup enterprise can enjoy tax preference according to national tax policies.
Establish a Headquarter Park to Cope with the Land Demand of Enterprises Intensively
Land and talents are two main resources in development of enterprises. It is suggested in the “Ten Measures of Dongguan” that policy support will be provided to listed enterprises and listed backup enterprises in aspects of preferential routing of distributing of lands, promoting flexible remising term, implementing differential land price policy and encouraging advanced manufacturing enterprises to optimize land use layout.
At the same time, Dongguan would also innovate the land supply model for listed enterprises and pre-IPO enterprises. For example, the government will set up several “headquarter industrial parks for listed enterprises” to cope with land demand of pre-IPO enterprises and lower the threshold in land use intensity for listed backup enterprises. “Ten Measures of Dongguan” also suggests that the speed of reissuance of real estate ownership certificate of listed backup enterprises shall be accelerated.
In terms of talents, “Ten Measures of Dongguan” proposed to improve mechanisms of attracting high-end talents and provide directors, supervisors and senior executives of listed and listed backup enterprises with 80% of municipal retain portion of their personnel income tax with a maximum amount of 1 million per person each year; directors, supervisors, senior executives and eligible sponsor representatives of listed and listed backup enterprises can apply for city special talent.
The “Ten Measures of Dongguan” also encouraged the immigration of nonlocal listed enterprises. It is explicitly stipulated that nonlocal enterprises that have registered and immigrated in Dongguan for a whole year can acquire an award of RMB 10 million.

Implementation of Notice-acceptance System for Examination and Approval of Construction Projects
In order to implement “Delegate Power and Optimize Service” reform, further promote the innovation of city’s construction project approval model and improve administrative approval efficiency, the City institutes Administrative Measures of Notice-acceptance System for Examination and Approval of Enterprises Invested Construction Projects in Dongguan (Trial) (hereafter refers to the “Administrative Measures”), in which specified that enterprises shall be notified of the conditions and procedures of examination and approval, and pro-seo regulation and post-supervision methods.
The Administrative Measures suggested that we shall apply Notice-acceptance System for Examination and Approval of construction projects that is compliance with applicable policies and regulations, would not have irreversible influence on national security, public security and people’s major livelihood interests and can be corrected by post-regulatory enforcement. For technical examination and approval items with clear technical specifications and mature intermediary service market, procedural examination or direct registration shall be implemented. The scope of the notice-acceptance items shall be studied by Dongguan Development and Reform Bureau and Dongguan Government Affairs Service Office together with the relevant examination and approval departments, after that it shall be submitted to Dongguan government for examination and approval before being announced to the public.
The Administrative Measures suggests that the examination and approval department shall strengthen pro-seo regulation and post-supervision, specify the time requirement for the examination of content committed by the applicant and complete the examination on time. In the future, the examination and approval departments of Dongguan would carry out supervision and inspection by means of on-site inspection, written examination, online supervision, inspection and Testing in Accordance With the Principle of “inspections by randomly selected inspectors of randomly selected entities and the public release of inspection results”. The proportion of random inspection shall not be less than 20% of all inspection objects every year.
According to the meeting, each examination and approval department should formulate their detailed examination and approval operation rules of the Notice-acceptance System, and announce them to the public within one month after the implementation of the trial measures.

Dongguan Is Going to Issue the M0 Policy of Land Use
The meeting deliberated and adopted the Interim Measures on the Administration of New Industrial Land (M0) in Dongguan. The Measures includes qualification approval, land use management, planning and construction management, contribution of land and industrial housing, and real estate registration management, which constituting 9 chapters and 46 items in total and will be trial implemented for 3 years. This method would be submitted to the municipal committee for deliberation before the formal implementation.
New industrial land (M0) is the land that integrates innovative industrial functions such as research and development, creativity, design, pilot plant test, pollution-free production, and relevant supporting services in industrial land. The housing used for projects includes industrial housing and supporting housing. The press conference was informed that the policy will be carried out in key areas such as Guangzhou-Shenzhen Science and Technology Innovation Corridor (Dongguan section), near-to-Shenzhen area, urban renewal unit and city and town joint key investment attraction area. The core ideas of the Measures has 7 aspects includes raise the entry threshold for industries and enterprises, clarifying requirements for planning and control, and setting differentiated land prices.
The meeting pointed out that the policy is conducive to creating new industrial carriers and better coping with the spillover effect of advanced cities. It will also play a strong supporting role in the high-quality development of Dongguan and the improvement of urban quality.
Topic 3 Reduce Certificate for the Convenience of People
Dongguan Cancels 168 Certification Items
To implement the work deployment of “Reduce Certificate for the Convenience of People” from the State Council and Guangdong province, Dongguan has enacted Catalogue of Certificate Items Cancelled by Dongguan (the Second Batch) on the basis of Catalogue of Certificate Items Cancelled by Dongguan (the First Batch) by coordinating relevant reform documents of the State Council and referring to experience and achievements of advance cities such as Guangzhou and Shenzhen.
The second batch of the Catalogue includes 168 items of cancelled certificates, involving 23municipal departments. Among them, 144 items were of municipal level and 24 items were cancelled coordinating with the reform documents of the State Council. These items can be divided into four types according to the methods of cancelling and convenience replacing: certificates that were no longer required to be issued (sealed) by authority departments or submitted by applicant in administrative procedures, which is 59 items in total; certificates that were replaced by existing certification and documents of printed form provided by applicant and no longer required to be issued (sealed) by authority departments, which is 35 items in total; certificates that were replaced by applicants’ written commitment and no longer required to be issued (sealed) by authority departments, which is 14 items in total; certificates that were replaced by information sharing and internet verification and no longer required to be issued (sealed) by authority departments.
