Xiao Yafei, Deputy Party Secretary and mayor met Chen Maobo, Financial Secretary of the Hong Kong SAR Government and his delegation yesterday morning. Both of them had in-depth discussion and reached consensus on further cooperation between Dongguan and Hong Kong through Guangdong-Hong Kong-Macao Greater Bay Area. Xiao Yafei said that,” the construction of Guangdong-Hong Kong-Macao Greater Bay Area has brought great opportunities to both Dongguan and Hong Kong. Dongguan hopes to establish a linkage and cooperation mechanism with Hong Kong to promote further cooperation between Dongguan and Hong Kong in technological innovation, talents exchange and financial services. We really welcome Hong Kong enterprises and talents and hope they can invest in Dongguan.”

“Three Suggestions” Expand Cooperation between Dongguan and Hong Kong
Xiao Yafei welcomed Chen Maobo and his delegation’s friendly visit. Xiao Yafei pointed out that,” Hong Kong and Dongguan play an important role in the construction of Guangdong-Hong Kong-Macao Greater Bay Area. At present, our city is paying attention to improving measures of “Dongguan-style” and planning for further cooperation with Hong Kong and other cities in Greater Bay Area to boost high-quality development.”
With Guangzhou-Shenzhen Science and Technology Innovation Corridor Plan, Dongguan Spatial Pattern Picture and other two pictures, Xiao Yafei briefed the Hong Kong guests on the geographical advantages and development ideas of Dongguan in the Greater Bay Area. He said that,” Dongguan and Hong Kong have a natural bond of “kinship” and have cooperated closely for decades. Innovation resources, overseas connections, advanced services in Hong Kong form a distinct complementary relationship with manufacturing industry in Dongguan. This kind of relationship has laid a solid foundation for the further cooperation between Dongguan and Hong Kong in the construction of the Greater Bay Area.”
Concerning the Greater Bay Area, how will Dongguan and Hong Kong deepen cooperation? To this, Xiao Yafei put forward three suggestions: Firstly, under a strategic framework of co-building the Greater Bay Area, Dongguan hopes to establish the linkage and cooperation mechanism with Hong Kong to promote the joint development of both sides on a regular basis; Secondly, Dongguan will focus on building “Big Platforms” like the Binhaiwan Bay Area and hopes to introduce more Hong Kong-based enterprises and Hong Kong people to invest in Dongguan; Thirdly, Dongguan hopes to deepen cooperation with Hong Kong financial institutions and plans to set aside an area in the Marine Bay New Area to undertake financial institutions’ businesses and financial services in Hong Kong.
Science and Technology from Hong Kong Combines with Manufacturing Industry in Dongguan
Chen Maobo thanked Dongguan for warm reception and praised Dongguan as “very clean and beautiful”. He said that,” The construction of Guangdong-Hong Kong-Macao Greater Bay Area brings opportunities to Dongguan, and Hong Kong is also looking forward to gaining benefits.” Compared with the world’s three major bay areas, he believed that,” Guangdong-Hong Kong-Macao Greater Bay Area has “double advantages” of the New York Bay Area and the San Francisco Bay Area.”
Chen Maobo said that,” Hong Kong has financial advantages, advanced shipping services, high-end legal services and international scientific and technological innovation. And Dongguan’s industrial chain is mature and perfect. It has a powerful ability to transform scientific and technological achievements. More importantly, “components” can even be manufactured in one day.” He hoped science and technology from Hong Kong and manufacturing industry in Dongguan could combine together perfectly and that the joint efforts from two places could promote the implementation of Guangdong-Hong Kong-Macao Greater Bay Area, a national strategy.
