Dongguan Develops a New Batch of Brands for Reforms of Delegating Power, Streamlining Administration and Optimizing Government Services

    On May 13, the work conference on advancing reforms to delegate power, streamline administration and optimize government services and on building digital government was convened. Dongguan has formulated work plans for reforms to delegate power, streamline administration and optimize government services, improvement of business environment and other priorities in 2021. Systematic planning, comprehensive deployment and highlights are shown in the work plans to advance reforms to delegate power, streamline administration and optimize government services, and improvement of business environment. Efforts are made to provide a first-class business environment in the Guangdong-Hong Kong-Macao Greater Bay Area and build a “Thriving Dongguan, A Pearl in the Greater Bay Area”.

    What strong and practical measures are included in the work plans? Based on interpretation of the work plans, Dongguan will develop a new batch of brands for reforms to delegate power, streamline administration and optimize government services, including “one license” for enterprise license approval reform, “unified online” government services, 12345 hotline services optimization and upgrading, “Qiguanjia” public service platform for enterprises, Dongguan electronic citizen card, and “Internet + Supervision”. These efforts are aimed to practically improve sense of fulfillment, happiness and satisfaction and allow Dongguan to lead the country in terms of government services and business environment.

Putting emphasis on delegation and realizing rapid approval throughout the chain

    More emphasis is placed on “delegation” to push forward reform and institutional innovation and realize “rapid approval” in the whole chain.

    More efforts should be made to streamline administration and delegate power. Delegation and inheritance of power related to provincial economic and social management should be ensured to allow Dongguan to execute provincial management power in a batch of important areas. Coordination and optimization of system of administration of town directly under the city should be vertically advanced to further strengthen town through streamlining administration. Delegation and adjustment should be made related to optimization of government services. Relevant administration adjustment can be delegated to functional zones, towns and sub-districts (industrial parks) to constantly improve government services of the city, functional zones, towns and sub-districts (industrial parks).

    Advance “one license” for enterprise license approval reform. Comprehensive approval services were carried out for 14 high-frequency government services such as food operation, special industry license for hotel industry, tabaco retail and public place hygiene license. Application of electronic business license was promoted to serve as legal and effective ID proof and electronic signature for businesses such as online business registration, making of official seal, tax-related services, registration of social security, and opening of bank accounts. Cancellation and withdrawal system is improved to expand convenient cancellation services. Efforts are also made to strengthen combined settlement of tax, social security, finance, market regulation and other procedures to simplify cancellation procedures and required materials for a smooth withdrawal for enterprises.

    Deepen full coverage of the reform of “separating certificates from business license”. Reform of “separating certificates from business license” was fully implemented to advance “reduction of certificates after obtaining license” and simplify approval. List management system was established and classified reform of enterprise operation license was advanced by means of direct cancellation of approval, shifting approval to filing, implementation of notification commitment and optimization of approval services. It is hoped that more than 100 cases of approval cancellation, shifting to filing or implementation of notification commitment can be completed by the end of 2021.

    Deepen reform in investment approval system. In-depth reform was carried out in deepening notification filing and commitment of enterprise investment projects. Continuous efforts were made to take stock of and remove obstacles to investment. Notification commitment system in environmental assessment approval was carried out in depth. Approval can be completed one working day after receiving the case. Environmental assessment can be exempted for construction projects that produce virtually no impact on ecological environment and involve no ecological protection red line. Environmental assessment documents should be streamlined and the period for soliciting comments should be shortened for the construction projects in the development zones and professional industrial parks.

Deepen reform in approval system in the field of engineering construction. Efforts are made to carry out regional evaluation, joint survey, combined approval and collective acceptance in advancing approval of engineering construction projects and  compress the period to 40 working days for approval of projects under the commitment of fiscal investment and 30 working days for projects under the commitment of social investment. Efforts are also made to ensure settlement of water, electricity and gas in the government services center of various industrial parks (towns or sub-districts) to improve functions of various business systems related to water, electricity and gas, push forward combined approval of outdoor electric lining engineering and realize online business services such as application, searching and payment for public utility services such as water, electricity and gas.

    Deepen approval reform of planning for land use. Efforts are made to simplify procedures for planning, acceptance and review of land use in the area of natural resources with “review of multiple procedure in one” and “certificates in one”. Exploration and promotion of “standard land” supply pattern was carried out in the major development platforms at the city-level such as Songshan Lake High-Tech Industry Development Zone, Dongguan Shuixiang feature economic development zone, Binhaiwan New District and GDH Yinping Cooperative Innovation Zone as well as strategic emerging industrial bases. For the administrative approval matters with implementation of notification commitment, enterprises winning the bid of “standard land” should apply settlement through notification commitment. “Standard land” projects substitute service mechanism should be established to provide whole-process substitute services that connects upper and lower reaches.

Putting emphasis on administration and realizing strict administration throughout the process

    More emphasis is placed on administration to facilitate comprehensive empowerment by integrated platforms and realize strong administration throughout the process. Supervision and management will be strengthened in the key areas. Key supervision and management of all subjects, all varieties and whole-chain will be conducted on vaccine, medicine, special equipment, hazardous chemicals and other special key areas that directly involve public security and life and health of the people. Follow-up supervision and inspection should be strengthened for certified enterprises manufacturing industrial products. Selective examination will be carried out to no less than 20% of the certified enterprises every year and full-coverage of supervision and management of certified enterprises is expected to be accomplished within five years.

    Advance “Internet + supervision”. Dongguan’s “Internet + supervision” platform is improved and systems of administration and law enforcement, risk warning and analysis and evaluation are built. Relevant information about daily supervision, administrative penalty, lodging of complaint and judicial judgement is connected and integrated. Collection, governance and application of supervision data in the fields of ecology, safety, food and drug, health and market regulation are strengthened. Efforts are also made to innovate and build application scenarios of supervision risks perception, warning, disposal and feedback.

    Further implement “dual random and public disclosure” supervision work. Reguar “dual random and public disclosure” supervision and joint selective examination are encouraged in departments. More matters are incorporated into joint selective examination to expand the coverage of “dual random and public disclosure”. Application of selective examination work system is advanced to upgrade and improve selective examination work system, satisfy the demand of a single department and multiple departments for joint selective examination whole-process information, and realize “examination of multiple matters with one entry”.

    Promote classified supervision based on credit rating. Construction of social credit system should be advanced in accordance with laws and regulations and incorporation of public credit information and restraint measures for dishonesty should be standardized. The provincial “credit + big data” targeted supervision and comprehensive evaluation model should be referred to formulate standards for rating and classification of market entities in such key areas as safety production, quality safety and ecological and environmental production and implement differentiated supervision based on credit rating.  

    Carryout innovative, tolerant and cautious supervision. Tolerant and cautious supervision should be carried out for new technologies, new forms of business, new industries and new patterns to instruct constant and healthy development of relevant industries. Unreasonable management measures should be eliminated and violations of laws and regulations without penalty should be specified, standardized and dealt with according to laws and regulations. Discretionary power should be standardized and flexible supervision such as correction, education, instruction talk should be implemented. Error-tolerance mechanism, management during the tolerance period and diversified scenarios application services should be explored to provide a more relaxed institutional environment for micro, small and medium-sized enterprises, new forms of business and innovative enterprises in their initial stage of development.

    Strengthen protection of intellectual property rights. Improve assistance mechanism for IPR protection and “one window” collaborative protection mechanism. Step up punishment for illegal and criminal behaviors such as manufacturing and selling counterfeit and inferior products and violation of intellectual property rights, speed up administrative and law enforcement procedures of intellectual property rights, and shorten period of administrative and law enforcement to implement clampdown of the whole chain and advance “iron fist” actions in law enforcement of intellectual property rights. By taking the opportunity of building a key city with intellectual property rights operation service system, China (Dongguan) intellectual property rights operation center and intellectual property rights operation platform was established. A collaborative protection mechanism with rapid examination, confirmation of rights and right protection is established to optimize information services such as transfer and license of intellectual property rights and improve operation of intellectual property rights.

Putting emphasis on services and providing quality services for enterprises and the public

    More emphasis is placed on improving government services to advance smart and efficient government services and provide “quality services” that satisfy enterprises and the public.

    Advance standardization of government services. Industrial parks, towns and sub-districts should build primary-level government affairs service center according to the unified standards. Service windows and implementation departments of government affairs should provide services in accordance with unified standards for government services and the “good and bad reviews” rules should be implemented to comment the services. The fast approval pattern of government services should be expanded to facilitate government services such as “settlement on arrival”, “settlement without a certificate” and “one settlement for one matter”.  

    Facilitate settlement across regions. The “unified services throughout the city” is advanced to accelerate building of an integrated platform and primarily improve efficient data sharing in market supervision, social security, medical insurance, civil affairs and real estate business, and the “one-window settlement”. Following the three approaches of window advancement for city-level affairs, acceptance of affairs of the towns and sub-districts by towns and city and cross-town settlement of matters of the towns and subdistricts (industrial parks), it is expected that no less than 100 high-frequency government services should realize “unified services throughout the city” by the end of 2021. The “Internet + real estate” business should be extended and application of “block chain + real estate registration” should be explored to facilitate connection to chain of data such as transaction, registration, tax payment and finance involving real estate business at the city level, and to promote sharing of data on the chain and collaborated settlement and supervision of business to realize “unified serviced provided by administration at higher level” across the city.

    “Qiguanjia” public service platform for enterprises should be upgraded and optimized. “One station” public service platform for enterprises should be built to converge matters related to government services and gradually integrate the city’s existing information systems provided for enterprises. The “one-stop sharing” of favorable polices for enterprises should be strengthened to optimize functions such as active forwarding by policies, targeted matching and application with one click. “One website” management of searching, application and review of fiscal policies is realized to provide online services for enterprises. Enterprise service supermarket is established to improve operation mechanisms such as alignment of supply and demand, settlement of institutions and information sharing., providing supermarket services for enterprises according to their choice. Service mechanisms for enterprises are improved and optimization is made in systems such as transfer processing of government demands, project whole-process management, and enterprise visit information. Mechanism of designated service personnel for contacting enterprises and platform demand tracking is implemented to realize integrated service response for enterprises.   

    Develop “i Guanjia” platform. Improve integrated government service platform to realize collaboration of mobile application of government services, PC terminal, and self-service terminal and build government service system that combines online and offline, and interaction of multiple levels. The “i Guanjia” app is developed dependent on integrated service capability, serving as the general entry for mobile terminals for government services, life services and urban public services. Efforts are made to realize in-depth alignment between “i Guanjia” and “Yueshengshi” and “Yueshangtong” to access online matters, integrate the original “Guanjia government affairs” service platform and facilitate overall relocation of users and matters.

    Develop an electronic citizen card that combine functions of multiple cards. Based on three previous versions of social security cards, the “many in one” electronic citizen card integrates applications such as electronic health code, electronic medical insurance card, and electronic social security card and combines functions such as electronic proof, information searching and small-amount payment. The card covers multiple service scenarios such as government public services, urban public utility services, business services, finance services and smart campus. Citizens can acquire comprehensive information about Dongguan by relating to the “i Guanjia” terminal.

    Upgrade the 12345 government service hotline. Capacity expansion and upgrading of the 12345 hotline are advanced. Aside from emergency hotlines such as 110, 119, 120 and 122, government service hotlines set up by relevant departments of the State Council in Dongguan and the hotlines set up by different departments, towns and sub-districts (industrial parks) are all rated and classified under the “Dongguan 12345 government service hotline”. Efforts are made to align the 12345 hotline and the “Yue series”, integrated government service platform and intelligent operation center (IOC). Efforts are also made to strengthen interconnection with platforms such as the 110 police report service platform, Daguanjia platform for living affairs and smart grid engineering. Scenario themes of heated enterprise services and civil demands are developed to realize multi-channel searching of policies. Processing, transfer, supervision, feedback, evaluation process of government service hotline are further standardized to optimize rapid response mechanism of public demand and active government response.    

    Strengthen services for attracting businesses and investment. “One stop” convenient service system for foreign investment is studied and established to realize online processing of high-frequency matters such as enterprise registration, appointed account opening and foreign exchange registration, and support diversification of import and export markets and development of micro, small and medium-sized enterprises dealing with foreign trade. “Single window” service is established to improve international trade service, and reforms such as “two-step declaration”, 24-hour smart customs clearance at maritime transport port and intelligent issuance of inspection and quarantine certificates are carried out.   

    Reduce enterprises’ operation costs. Policies for cutting taxes and fees should be implemented and procedures for applying favorable tax policies should be simplified to optimize collective processing of electronic tax business. Big data and other technologies should be employed to identify qualified tax payers and fee payers to targeted forward information of preferential policies such as cutting taxes and fees.

    Advance optimization of employment environment. Efforts should be made to stabilize and expand employment, lower threshold for employment, eliminate various unreasonable restraints that impact employment particularly new forms of business. Policies related to relevant access standards, employment qualifications, social security and personnel management should be adjusted and implemented at a faster speed. Diversified new forms of business should be accommodated and promoted. Following the provincial deployment, institutional reform of various professional titles should be advanced. It is considered that the review right of qualified senior professional title series (profession) is delegated to Dongguan and review right of primary and middle titles is delegated to enterprises and public institutions to advance recognition of rating of professional skills.   

    Optimize basic living services. With the “full life cycle” as the standard, building of “living affairs Daguanjia” brand project is deepened to screen service subjects, align with existing living guarantee policies and provide services in accordance with the realities. Efforts are made to improve accuracy of social aid, explore sharing of relevant data between different departments and organizations such as civil affairs, human resources and social security, disabled persons’ federation, medical insurance, agriculture and rural areas departments and organizations. Big data and other modern information technologies are employed to establish mechanism of active discovery of impoverished people to optimize the service process, shorten processing period, early discovery and intervention of problems in the area of guaranteeing people’s well-being and extend timely help to qualified impoverished people.

    Optimize supply of medical services. Efforts are made to further simplify procedures of purchase, transfer and continuation of social security insurance and promote online settlement of transfer and continuation of medical insurance relations. Coverage of old-age pension, medical insurance and unemployment insurance is expanded and various types of employers in the urban and rural areas are incorporated into the coverage of unemployment insurance to realize “one place settlement” for transfer and continuation of old-age pension relations and facilitate complementation and alignment of various medical guarantees. Efforts are also made to accelerate implementation of direct settlement of non-local hospitalization bills and direct settlement of non-local clinic treatment bills to expand bill settlement of designated non-local medical institutions.
