Recently, the People’s Government of Dongguan Municipality printed and distributed “Dongguan’s Tough Action Plan for Creating First-Class Business Environment (2021)” (hereinafter referred to as “Action Plan”), including 18 work measures. Dongguan strives to enter into top 15 in the 2021 China Business Environment Evaluation with above 10 indices entering into national benchmarks.
One day settlement for starting a business
According to the “Action Plan”, efforts should be made to eliminate the pain points and obstacles in areas such as obtaining construction permit, protecting small and medium-sized investors, and creation, protection and application of intellectual property rights. To comprehensively improve services, systemic improvement should be made in weak links in areas such as cross-border trade, taxation, water and gas supply, tender and invitation to bid, government procurement and settlement of bankruptcy. Efforts should be made to achieve major breakthrough in comprehensively deepening reform through reform of business environment. Dongguan will strive to build its reform brands in the 18 major areas of China Business Environment Evaluation, creating more new and replicable experience.
Eighteen work measures are put forward in the “Action Plan”. In terms of improving convenience of starting business, it is suggested in the “Action Plan” that the whole process of applying business license, carving seal, applying and obtaining invoice and UKey (tax control equipment), employment and insurance registration, registration of payment and deposit of housing provident fund, and appointment of opening bank account should be completed in one day. Reform of “one universally-applicable license” should be advanced to simplify review and approval of starting business and production and operation. The “Integrated Online Platform” should be optimized to realize direct online issuance of electronic business license and electronic seal. Application of “electronic license” should be promoted and the UKey’s function of issuing special value-added tax invoice should be realized. Online services for business deregistration should be optimized to realize direct online settlement of deregistration.
Review and approval of social investment commitment projects being completed within 30 working days
Regarding review and approval of engineering construction projects, Dongguan implements regional evaluation, joint drawing review, parallel examination and approval, joint survey and joint acceptance and strives to shorten the time required for examining and approving fiscal investment commitment projects within 40 working days and 30 working days for social investment commitment projects. Classified and categorized management should be conducted on engineering construction project, and direct online settlement for simple and low-risk construction projects with social investment should be realized. The time required for administrative examination and approval of the whole proves with six links from land acquisition to real estate registration should be reduced to less than 15 working days.
Considering high frequency of real estate transaction registration, the “Action Plan” suggests application of technologies such as facial recognition, biometric identification, electronic signature and data sharing to improve convenience of property registration. Efforts are made to accomplish online settlement of the whole process of transaction registration of second-hand commercial houses, zero paper materials and issuance of electronic license in one working day. In addition, efforts should be made to realize data on chain through developing and building platform of “block chain + real estate registration”. Electronic government services scenario applications such as proof of qualification for house purchase, electronic entrustment and proof for inspection of documents. Efforts are made to constitute a real estate electronic registration business system for online and on-chain settlement of the full life cycle of commercial houses “checking property-purchasing limitations, transaction, tax payment, registration and public services”. Efforts should be made to build a reform brand of “one day settlement of real estate”. The city-level pattern and results of real estate transaction registration business should be adopted by towns and subdistricts, realizing one-day settlement of high-frequency business of real estate transaction registration. Efforts should also be made to facilitate cross-city settlement of real estate registration and build a mutually recognized and trusted mechanism for the certified results.
Special services for enterprises provided by 12345 hotline
Dongguan is a leading city in foreign trade. Centering around improving facilitation of cross-border trade, it is clearly indicated in the “Action Plan” that efforts should be made to incorporate “single window” of international trade and electronic port into coordinated building of Dongguan’s “digital government” project and to expand “single window” from port customs clearance law enforcement to comprehensive services. To further improve the list of port fee charges, fees at the port should be regulated and lowered and the port construction fee should be eliminated. Construction of “Hong Kong-Dongguan International Airport Center” should be advanced and trial operation of physical goods should be accomplished in the fourth quarter.
In terms of improving government services, the “Action Plan” proposes to unify standards for government services across the city, accelerate accomplishment of “common settlement across the city” and facilitate comprehensive settlement of high-frequency services related to market regulation, real estate, social insurance, medical insurance and civil affairs. Efforts should be made to actively facilitate “cross-city common settlement”, realizing common settlement of 300 government service subjects across the province. Capability of integrated government service platform should be enhanced to reach over 80% of reception rate. In-depth reform should be carried out for “license-free settlement”, “one-time settlement for one subject matter”, “immediate approval” and “handling of tolerance for shortage”. Special services for enterprises should be set up in 12345 hotline. Efforts should also be made to jointly build a think tank for enterprise services and a rapid response mechanism for enterprises’ demands.
