As the 2023 two sessions of Dongguan provided a magnificent blueprint for high-quality development of the local economy, the Municipal Party Committee and Municipal Government took the lead to introduce the “2+2” policy for high-quality economic growth in a bid to turn this blueprint into reality.
On the morning of February 10, Dongguan held the press conference on the “2+2” policy for high-quality economic growth, elaborating how Dongguan would promote high-quality economic development in the city on all fronts by unveiling the “2+2” policy. Prioritizing the development of manufacturing industry and high-quality growth of the private sector, this policy aims to build an extensive investment attraction landscape and provide high-quality industrial spaces characterized by low cost and rapid supply.
Liu Guangbin, Member of the Standing Committee of Dongguan Municipal Party Committee and Vice Mayor of Dongguan; Zhang Yucheng, Deputy Secretary-General of Dongguan Municipal Government; principal leaders of Dongguan Development and Reform Bureau, Dongguan Bureau of Industry and Information Technology, Dongguan Investment Promotion Bureau, and the Bureau of Commerce of Dongguan City, as well as representatives of major business/trade associations and enterprises attended the press conference and responded to media concerns.
Promoting high-quality development of the manufacturing industry and private sector is a top priority for high-quality development of Dongguan as a whole
At the press conference, Liu Guangbin briefed the attendees on the overall context and significance of the “2+2” policy. The first “2” refers to the No. 1 (2023) of Dongguan Municipal People’s Government - “Focus on Manufacturing” and the measures for facilitating high-quality development of the local private sector; The second “2” represents the supporting policies for the first “2”, which mainly focus on two aspects: building an extensive investment attraction landscape, and strengthening the provision of high-quality and low-cost industrial spaces that ensure rapid supply. The second “2” intends to provide a strong industrial and space support for high-quality development of the manufacturing industry and private economy.
Liu pointed out that General Secretary Xi Jinping clearly stated in his report to the 20th National Congress that to build a modern socialist country in all respects, we must, first and foremost, pursue high-quality development. At the High-Quality Development Conference of Guangdong Province, Secretary of the Provincial Party Committee Huang Kunming also urged everyone to stay soberly aware of the importance of making economic breakthrough through high-quality growth rather than by continuing to leverage land, price and labor strengths. As the fourth city in the province to join the “trillion yuan club”, Dongguan should take the lead and play a major role in this endeavor.
Liu said that pushing for high-quality development is a comprehensive and systematic effort. It involves industry, technology, finance, investment attraction, space, talent, environment and many other aspects, which requires that we focus on the main problem and the main aspects of the problem, overcome difficulties and work perseveringly. To realize high-quality growth, Dongguan - a manufacturing city that prioritizes the development of manufacturing industry, must first drive the high-quality growth of its manufacturing industry and private economy.
“Only by raising the development quality of its manufacturing industry and private economy can Dongguan have the strong foundation for high-quality growth in the long run. It will enable the city to effectively improve its development quality while ensuring reasonable quantity growth,” said Liu.
Focusing on “sci-tech innovation+advanced manufacturing”
Holding municipal leaders accountable for prioritizing the development of manufacturing industry
Dongguan is a major manufacturing city and home to more than 200,000 industrial enterprises. This includes 12,900 industrial enterprises above designated size, 110 “little giant” enterprises - specialized and sophisticated enterprises that produce new and unique products, 78 listed enterprises (both in China and abroad), 14 industrial enterprises with an operating revenue of over 10 billion yuan each, and three industrial enterprises with an operating revenue of over 100 billion yuan each. The manufacturing industry as a share of GDP remains at a high level of around 50%.
To ensure high-quality development of its manufacturing sector, Dongguan adheres to the strategy of prioritizing the manufacturing industry to build multiple pillars that sustain high-quality growth of the industry. “Sci-tech innovation+advanced manufacturing” is made a unique feature of the city in this process. Following the major five requirements, i.e. large industries, large platforms, large projects, big business, first-class environment, Dongguan is moving toward a clear goal - building a sci-tech based strong manufacturing city of international competiveness.
According to Liu, Dongguan will hold municipal leaders accountable for prioritizing the development of manufacturing industry, and strengthening the organization and leadership mechanism for this program. Key leaders of both the Municipal Party Committee and Municipal Government will be appointed “heads” of the leading group for building a strong manufacturing city to coordinate main tasks. Dongguan will enhance research and decision-making on major plans, policies and programs in this regard and accelerate breakthroughs in multiple aspects, including strategic new base construction, implementation of investment attraction projects, capital increase & production expansion, digital transformation of manufacturing industry, quality and efficiency improvement of township and village-level industrial parks.
Setting up “Dongguan Private Entrepreneurs Day”
Cultivating a group of provincial and national leading private enterprise groups
Dongguan also boasts a strong private economy. Private enterprises in the city contribute to more than 60% of added-value by industrial enterprises above designated size, and over 70% of the city’s total tax revenue. More than 60%, 70% and 80% of the local import/export, investment, and spending respectively are from private enterprises.
To ensure high-quality development of its private economy, Dongguan stays committed to the strategic policy of “two unswervings”, strongly champions private entrepreneurship, and comprehensively improves the development environment and innovation ecosystem for private enterprises. We endeavor to help a group of outstanding private enterprises grow stronger, and cultivate a number of private enterprise groups that lead in the province and the whole country.
“We will work harder to support continued growth of the private economy,” said Liu. He added that the local government would introduce targeted and favorable measures to meet the development needs of private enterprises. “Dongguan Private Entrepreneurs Day” would be set up to highlight the status and role of entrepreneurs, and enhance the confidence of private entrepreneurs to develop in Dongguan. Private enterprises would be supported and encouraged to start business and make investments in the city. In short, we would allow the spirit of entrepreneurship to shine in Dongguan to boost high-quality development of the local economy.
Launching “The year of investment attraction” campaign
Creating 50-million m2high-quality and low-cost industrial spaces of rapid supply in five years
Dongguan will spare no pains to serve industrial projects and establish a full-chain and full-ecology service system that covers negotiation, project signing, implementation, construction, operation and target-reaching. According to Liu, there will be no limit for our support to a good project; as long as an enterprise is willing to invest in Dongguan, we will definitely provide the best and fastest service to ensure the industrial project is constructed immediately after land delisting, operates immediately after completion of construction, and reaches the design capacity as soon as possible after operation. Dongguan will reform the mechanisms for attracting investment and expanding production, and carry forward the glorious “pioneering” tradition of Dongguan people. We will stimulate initiative and involve everyone to push “The year of investment attraction” campaign deeper. We endeavor to attract leading enterprises and headquarter projects in sustaining the city’s plan of building new and strong industrial pillars from a high level. On the other hand, we will continue supporting local enterprises to increase capital and expand production, as it is our best opportunity for attracting investment.
Dongguan will also focus on improving the quality of its industrial spaces. This task will be put under overall government planning and participated by all social forces. We will tackle the projects one by one towards the overall goal of building 50-million m2 of industrial spaces in the next five years. We will work hard to find better and more practical ways of transforming township and village-level industrial parks, and take action to improve the quality and efficiency of inefficient industrial parks from a high standard. We will move faster to import innovation, entrepreneurial and venture capital resources, transforming single production-oriented industrial parks in Dongguan into service-oriented comprehensive industrial parks.
Dongguan will extend its policy to cover each and every need of enterprises
Resource factors in Dongguan will be coordinated to favor the manufacturing industry. Capital, land, energy, finance and other factor resources across the city will be planned as a whole to support high-quality development of the local economy. We will implement differential allocation of factor resources with clear orientation and precise targets to guide limited resources, such as space resources, energy consumption index, housing for talents and enrolment opportunity, to favor high-quality enterprises.
Meanwhile, Dongguan will strive to create a law-based international business environment. Government service will be optimized in terms of items requiring approval, work process and service efficiency to align with advanced cities. We will act faster to integrate our business environment with that of Guangzhou and Shenzhen, thus adding to the local business environment and reducing overall costs to enterprises. With a strong sense of efficiency, we will make innovations targeting the major obstacles hindering high-quality development, and enhance vitality and impetus through reform. In doing so, we aim to free and support the whole society in pursing various undertakings for common development.
“We will extend our policy to cover each and every enterprise need,” said Liu. He indicated that the “2+2” policy was just the beginning; Dongguan would probe deeper into ways of achieving high-quality development and continue to optimize the policy system. The Municipal Government will lose no time in studying areas not covered by the existing policy to offer more preferential measures to enterprises.
Liu said that Dongguan is already in action. The Municipal Government is deepening its work to accelerate new breakthroughs in promoting high-quality economic development.
