Beijing, March 14 - China’s new-term State Council has started to perform duties as Chinese Premier Li Qiang presided over the first executive meeting of the State Council on March 14. The meeting studied work related to the setup of the State Council and deliberated on the Working Rules of the State Council (Revised Version).
The meeting stressed the significance of the import series of speeches delivered by General Secretary Xi Jinping during China’s “two sessions”, which are highly political, ideological, pertinent and instructive. Guided by Xin Jinping’s thought on socialism with Chinese characteristics for a new era, the new government should thoroughly study and digest the essence of Xi’s important speeches and the “two sessions”, and ensure they are implemented fully and conscientiously. The meeting noted that the State Council is, first and foremost, a political organ, and should therefore take a clear political stand. It should fully realize the decisive significance of upholding Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and upholding the guiding role of Xi Jinping’s thought on socialism with Chinese characteristics for a new era. It should strengthen the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. It should stay confident in the path, theory, system, and culture of socialism with Chinese characteristics. It should also uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Party Central Committee’s authority and its centralized, unified leadership. It should make innovations while sticking to the right path, and systematically study and master the spirit of Xi’s important instructions as well as the decisions and deployments of the Central Committee. Meanwhile, efforts should be made to promote investigation and research, conduct in-depth study on major issues, put forward major measures, and advance major plans and programs, thus doing a good job in completing all the tasks in a creative manner, said the meeting. The awareness of coordinated action should be raised so that everyone support and collaborative with each other toward accomplishing our tasks efficiently.
The meeting deliberated and adopted the setup of the State Council in line with the Plan for Reform of Party and State Institutions adopted at the second plenary session of the 20th CPC Central Committee and the plan for institutional reform of the State Council approved at the first session of the 14th National People’s Congress. According to the setup, the State Council consists of special agencies, departments and institutions directly under the State Council, offices under the State Council, and national bureaus administered by departments and commission. The meeting indicated that institutional reform is a major political task at present, and that we should align our thoughts and actions with the decisions and arrangements of the CPC Central Committee, bear the overall situation in mind, and make thorough and careful plans to ensure institutions, duties and teams are promptly and properly adjusted. Doing so will enable the normal operation and coordination of all tasks throughout the reform. The meeting said that the reform should be taken as an opportunity to meet the need of fostering a new development pattern and promoting high-quality development, transform government functions, improve working mechanism and ability, and enhance the working style. Eventually, this will be conducive to the better alignment between an efficient market and a well-functioning government, noted the meeting.
The meeting discussed the newly revised Working Rules of the State Council and decided to submit the document to the first plenary meeting of the State Council for deliberation. To do a good job at the State Council, we must regard it as the fundamental political discipline and rule to uphold the Central Committee’s authority and its centralized, unified leadership; we must adhere to and improve the mechanism of implementing major decisions and plans of the Central Committee, consciously comply with its major requirements and ensure they are carried out to the letter; we must adhere to scientific and democratic decision-making and law-based administration, and ensure well-regulated, orderly and efficient functioning of the government; we must shoulder the political responsibility of ensuring full and rigorous Party self-governance, keep on practicing the spirit of the Central Committee’s eight-point decision on improving Party and government conduct, and accept supervision from all sides to eventually build a clean government.
The meeting also studied and examined other matters.
